Description
The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD) has a requirement for technical support services for NOAA?s National Ocean Service (NOS), Coastal Services Center (CSC), Charleston, SC. The contractor shall provide the services necessary to support the Director's Office (DO) and five (5) branches: Regional Services (RS), Coastal Geospatial Services (CGS), Coastal Management Services (CMS), Coastal Information and Application Services (CIAS), and Management and Budget (M&B). The required services will fall into sixteen (16) functional areas. The required services in these areas include, but are not limited to the following: 1) Management and Administration ? provide onsite management of contractor employees; maintain records and files; data entry; provide logistical support for branch chiefs and program managers; process mail; 2) Geospatial Data Development and Mapping ? conduct spectral image processing; develop technical specifications for data development efforts; provide evaluations of the technical aspects of contract proposals; work plans, schedules, and deliverables; develop technical methods and procedures for the development and validation of remotely sensed spatial data products and decision-support tools; 3) Geospatial Integration and Analysis ? develop new, user-specified tools that exploit remotely sensed data and derived products for use in coastal resource management; support and maintain existing GIS-based data-manipulation and decision support tools and existing data distribution tools; assess new technologies and products for use in coastal management; 4) Environmental Applications ? assess and maintain current knowledge of the state of the practice in specific applied research areas related to habitat restoration planning; work with partners to identify and promote the use of best practices in restoration and restoration planning; 5) Training, Fellowships, and Evaluation ? deliver technology, process, and coastal management courses, workshops, and tools-based training; develop and maintain training course materials; provide instructional design and development of new courses; coordinate the fellowship program, including the coordination of meetings where federal partners select state hosts and fellow finalists; 6) Social Science Information Collection and Analysis ? provide both internal and external customers with recommendations for the design and implementation of surveys; collect, analyze, and report on survey results; design and conduct front-end, formative, and summative evaluation of projects and activities; 7) Application of Social Science Tools and Techniques ? coordinate with partners and deliver information on the application of social science tools such as surveys, cost benefit analysis, stakeholder participation processes, developing social science research plans, demographic analysis, make available social assessment information and resources in partnership with the coastal resource community; design and conduct social assessment workshops; 8) Communication and Outreach ? coordinate and communicate with CSC constituents regarding the use of CSC products and services in coastal resource management; identify and document constituent needs, partners, and potential future projects; develop content for program specific fact sheets, presentations, posters, cartographic maps, and other written explanations of CSC activities; 9) Meeting and Conference Planning ? coordinate technical programs for meetings and workshops of all sizes; participate in working groups, panels, committees, workshops, and meetings; develop slide presentations for meetings and workshops; 10) Integrated Ocean Observation Systems (IOOS) ? provide rapid response and Ad Hoc support to the RAs, Ocean.US, NOAA IOOS Program office and NOAA; support IOOS grants and agreements administration; 11) Finance ? serve as primary point of contact to NOS management and to CSC staff on all matters related to Interagency Agreements; review proposed agreements and supporting documentation to ensure compliance with policies and procedures related to such agreements; 12) Facilities and Security ? serve as the primary resource for CSC?s personal property and manage the DOC personal property accountability system for CSC; process receipts of incoming property by placing government issued bar codes on equipment and recording in the online DOC property accountability system; coordinate and complete annual wall-to-wall physical inventory; 13) Policy and Planning ? coordinate annual program planning for CSC; evaluate and track progress of planned versus execution of CSC projects; coordinate quarterly/annual milestone and performance measure tracking for CSC; assist in the development and implementation of CSC?s performance measurement system, collecting the information, analyzing the data, and reporting results; 14) Interoperability, Standards, and Access ? manage the technical development of data portal and access projects such as the NOS Data Explorer and related projects; incorporate the management of CSC?s metadata records into a comprehensive data management system; 15) Application Development ? work with project leads and Center partners to assess and document requirements for software, database, and web development projects; develop software and web development plans to include requirements, product design, development tasks, testing plans, change control, quality assurance, resource estimates, and timelines; develop graphics/visualization project plans and prototypes; and, 16) Network and Desktop Services ? manage the Help Desk incident tracking system; field IT support tasks from staff; support the Center?s assess management function; manage the Center?s telecommunication and videoconferencing systems; maintain an inventory of all desktops, laptops, databases and servers requiring monthly backups. The Government anticipates award of a cost plus fixed fee, term contract for a base performance period of twelve (12) months plus four 12-month option periods. A Request for Proposal (RFP) solicitation will be available on or about December 14, 2007 through the Government?s website at http://www.fedbizopps.gov/. The estimated due date for proposals is January 15, 2008. Other milestones include: complete evaluation by 3/20/08; complete negotiations, if necessary, by 4/10/08; contract award by 7/3/08; contract start date, 8/1/08. This request for proposal requires separate technical and cost proposals to be evaluated for award. Competitive proposals will be evaluated based on the following evaluation factors, listed in descending order of importance: Technical Requirements, Management Plan, and Past Performance. Cost will be evaluated but not rated. Technical factors are significantly more important than cost. The government intends to award a single contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors in the solicitation. This procurement is a 100% Small Business Set-Aside. The applicable NAICS code for this acquisition is 541990 with a size standard of $6.5 million. All contractors must be registered in the Central Contractor Registration (CCR), www.ccr.gov, to be considered for award of a Federal contract.
