Description
N69450-08-R-1762 This solicitation is unrestricted and open to participation by all interested firms with specialized experience and qualifications required by this project. This solicitation is formatted as a Request for Proposal (RFP) for a negotiated procurement. The source selection process to be used is Best Value Trade-Off Approach. In accordance with FAR 52.219-4, a price evaluation preference will be given to offerors certified by the Small Business Administration as a HubZone Small Business Concern. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. The solicitation will result in the award of a firm fixed price contract on three separate projects. The Size Standard is $28.5 million. The following reflects the description of CLIN 0001: Add-Alter Squadron Operations Project includes addition and renovations to existing Building. The addition is one-story, approximately 7481 SF. Provide roof and exterior appearance to match nearby buildings. Building must be sprinkled and includes HVAC. Construction includes secure communications areas. Project includes demolition of existing parking lots and driveways to comply with DoD Standards for Anti-Terrorism/Force Protection, and construction of a new parking lot, and relocation of existing utilities. Buildings will remain occupied during construction, and new construction must be phased. The estimated cost for the first project is between $2,354,400 and $2,616,000. Total construction completion days are 365 days from time of award. The liquidated damages are $1,300.00 for each calendar day of delay. Option may be awarded at time of contract award or within 90 days from date of award. The following reflects the description of CLIN 0002, OPTION ITEM. - This project is a 2000 sf addition to Add Flight Simulator to Squadron Operations. Work is similar to the Squad Ops Addition and is adjacent to Bldg 1792 addition, Add-Alter Squadron Operations. Option may be awarded at time of contract award or within 90 days from date of award. The following reflects the description of CLIN 0003, OPTION ITEM. ? This project is Add Munitions Maintenance, approximately 2045 SF. New construction shall include missile maintenance bay, secure testing area, and a small office. Building must be sprinkled and have HVAC. Building is located within a secure part of the Base for Explosive Arcs, adjacent to the flight line, and work must be coordinated with Base Explosives Ordinance Safety Representative. Foreign Object Damage (FOD) Control is also an issue. Option may be awarded at time of contract award or within 90 days from date of award. The estimated cost for CLIN: 0003 is between $635,400 and $706,000. Total construction completion days are 270 days from time of award. The liquidated damages are $350.00 for each calendar day of delay. The NAICS Code for this procurement is 236220 - Commercial and Institutional Building Construction. with a size standard of $31,000,000.00. This will be an electronic solicitation, which can be downloaded from the NECO website at https://www.neco.navy.mil. Please be sure to register on the Planholders List for the solicitation to receive notification of future amendments. The solicitation will be available on or about 22 February 2008. Step I Proposals will be due on or about 24 March 2008. The solicitation package will give exact dates. There will NOT be a Pre-Proposal Conference/Site Visit.
