Description
USACE, Engineer Research and Development Center (ERDC) intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Postnova Analytics, Salt Lake City, Utah for a Field Flow Fractionation (FFF) Unit to support ERDCs growing resear ch programs into nanomaterils. This procurement is being conducted under Simplified Acquisition Procedures (SAP)  only one responsible source and no other supplies will satisfy agency requirements. Postnova Analytics is the only known source capable of meeting the Governments requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications in writing to the identified point of contact not later than 2:00 CST, NLT February 13, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent. A firm fix ed price purchase order will be awarded utilizing the Simplified Acquisition Procedures. Interested parties may submit any information for consideration by the Government to Trudy.H.James@usace.army.mil The following characteristics of this sta te-of-the-science instrument will provide a means to separate and study environmental colloids, including the emerging field of nanoparticles. A FFF system must have the following specifications for the work to be performed: Must have stainless st eel HPLC pumps for resistance to mobile phase corrosion and accurate flow de livery. Must have leak sensors and bypass valves, plumbing and gauges to prevent system damage due to leakage. Must be a symmetrical flow channel system to allow the most method versatility. Must have flow rates of at least 0.02 to 4 mL/min. Must supply channel membrane with nominal 10kDa pore size. Must include all software, control boards, and computer needed for operation, as well as installati on and training.
