Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Type of contract issued will be a Blanket Purchase Agreement (BPA). The vendor must be registered in Central Contractor Registration Program. The following clauses apply to this ac quisition: 52.212-4, Contract Terms and Conditions Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items; 52.219-6, Notice of Small Business Set-Aside. The BPA shall cover the following services: Contractor must provide the necessa ry tools, diagnostic equipment and materials to perform Non-Destructive Testing and inspection of weldments and structures used for floating plant, marine, and lock and hydropower applications. In most cases, all services and inspections are to provided i n the field, which is generally at the Soo Area Office in Sault Sainte Marie, MI, however service calls may be required at other locations throughout the Detroit District, U.S. Army Corps of Engineers. Contractor must be certified and capable of performin g underwater visual and NDT inspections, as some work may be underwater. Floating plant and marine equipment includes, but is not limited to, derricks, cranes, barges, tug boats, stiff-leg derricks, a lock gate-lifter derrick, lock gates, above ground sto rage tanks, and components, valves, booms, and equipment and components used in hydropower generation plants, steam generation plants and associated equipment and steam lines. Field technicians providing the services must be trained and hold the following minimum certifications: AWS - Certified Welding Inspector ASNT - NDT Level II Magnetic Particle Testing (MT) ASNT - NDT Level II Liquid Penetrant Testing (PT) ASNT - NDT Level II Ultrasonic Testing (UT) API - 653 Above Ground Storage Tank Inspec tor The contractor must also be qualified to provide weld testing and qualification for weld procedure specifications (WPS) and welders in accordance with current AWS D1.1 and AWS D1.5 welding codes. The contractor must be capable of providin g service 24 hours per day, 7 days a week.
