THIS IS A SOURCES SOUGHT NOTICE ONLY.??THIS IS NOT A REQUEST FOR PROPOSAL.??THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. As part of an ongoing construction program, the US Army Corps of Engineers, Bal timore District, Real Property Services Field Office, (RSFO) is seeking a qualified Construction Contractor for a single award Task Order Construction (TOC) contract providing design/build and design/bid/build construction services. The total estimated va lue of the proposed contract is $100M ($20M base year with 4 one year option periods at $20M each).???The contractor must meet the security and technical requirements as stated below. Security Requirements: a. The contractor shall possess a current Top Secret (TS) facility site security clearance and be capable of storing TS information at contractors facility. b. Contractors key personnel must possess a TS clearance based on a SSBI conducted within the last 5 years. Key personnel must include individual lead discipline designers (architect, mechanical engineer, electrical engineer, etc), Program Manager, Project Managers, Superintendents, QA/QC Manager, Safety Manager and others as identified by the contractor. c. The contractor sha ll provide a single point of contact (POC), with an alternate, who shall both be available 24 hours per day, seven days per week, 365 days per year via telephone. d. US citizens only. Key personnel may be required to pass a polygraph examination. <B R>Technical Requirements: a. The contractor shall provide all management, supervision, labor, materials, tools and equipment necessary for the performance of Major and Minor Design / Construction, modification, rehabilitation, remediation, alterati on, and new construction work in direct support of the RSFO. b. The services provided shall be in accordance with the most recent Means Cost Data publications and a contractor developed coefficient pricing factor and fee. c. The period of performan ce is 5 years total at a total estimated value of $100M. The contractor shall be capable of obtaining performance/payment bonding capacity for the entire contact. d. The contractor shall have or acquire a local office in the local Ft Meade, MD area.<BR >e. The contractor shall have experience with three TOC contracts similar in size within the last five to ten years. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability of potential q ualified contractors before determining the method of acquisition. Qualified contractors that meet the above requirements are requested to submit a company capability statement and information briefly explaining their qualifications for this proposed cont ract. Also, you are to provide indication of your current Top Secret facility site clearance and Top Secret personnel clearances. Also please identify your SBA size standard, such as 8(a), Small Business Hubzone, Woman-Owned, Service Disabled Veteran Own ed, Minority-Owned, etc. Please note that it is required that your company be registered in the Contractors Central Registration System (CCR), please see www.ccr.gov for additional information. In addition, this sources sought is not to be construed as a commitment by the government, nor will the government pay for any information solicited or delivered.
