Description
The U.S. Army Joint Munitions and Lethality Life Cycle Management Command, Picatinny Arsenal, New Jersey, is conducting a market survey to identify sources that are knowledgeable and capable of refurbishing the steel- fiberglass laminate-composite armor of the Paladin Gun Mount Ballistic Shield (GMBS), P/N 12945543 NSN 1030-01-370-2875. The GMBS repair procedure includes: Stripping of the current fiberglass panels from the steel Cleaning of the steel plates in accordance with TTC-490 Phosphate coating of the steel in accordance with TTC-490 Primer coating of the steel in accordance with DTL 12979844 Fabrication of new composite panels in accordance with MIL-L-64154 (28 plies) Bonding of the composite panels to the steel panels in accordance with DTL 12979844 Reassemble the GMBS assembly using new hardware Currently, the M109A6 (Paladin) is undergoing RESET at Anniston Army Depot. RESET is a vehicle maintenance program in which Paladins are overhauled to maintain an overall fleet age. Currently, the GMBS is one of the items specified for repair during the RESET program. The GMBS is located at the base of the gun tube where it connects to the gun mount. The GMBS assembly consists of four major steel-fiberglass laminate-composite panels and associated hardware. Two of the pieces are complex, requiring curved composite panels. The most complex composite panel requires three bends, all of which have different angles. The GMBS assembly weighs approximately 300 pounds and has approximate overall dimensions of 3??x2.5??x2??. In order to match the rate of vehicles going through the RESET program, the contractor shall be capable of repairing 10 ?? 15 shields per month at full capacity. Contractors should identify their socio-economic status (SDVOSB, HUBZONE, 8A, SB, etc.) Interested sources should submit their qualification data not later than 30 May 2008 to JM&L LCMC Acquisition Center, Picatinny Arsenal, NJ 07806-5000, ATTN: Alan Paret, email: alan.paret@pica.army.mil, telephone: 973-724-4402.
