- HSCG87-08-Q-643013 The U.S. Coast Guard Civil Engineering Unit Juneau plans to issue a Request for Quotation for the procurement of services to perform complete factory recommended 22,000 hour Top End (Second Interval) Overhaul, service, inspection, and rebuild procedures on two Coast Guard owned Caterpillar Model 3512 Generator Engines at LORAN Station Attu, Alaska. The estimated start work date is on or about April 2008, with all work to be completed by July 1, 2008. The project involves the furnishing of all labor, materials, supervision, equipment, common and special tools, travel and incidentals necessary to perform the overhaul work. All procedures to be as outlined in accordance with the most recent Caterpillar Publications. All parts shall be genuine Caterpillar parts meeting all manufacturer original equipment specifications. All work shall be performed by a Caterpillar Qualified mechanic and must provide a copy of the mechanics Caterpillar Qualifications Certificate. After completion of the overhaul, a test run of the engine generator under full load shall be required to verify factory-operating specifications. The project site is located at U.S. Coast Guard LORAN Attu, Alaska located on the island of Attu at the western end of the Aleutian Islands. There is no overland access to this location. Access is by aircraft only. Material and personnel transportation to Loran Station Attu will be by Coast Guard aircraft from U. S. Coast Guard Air Station Kodiak, Alaska. At contractor discretion, commercial charter flights are available and are permitted, however they are very expensive. Contract award is anticipated in late March 2008. The proposed work action is for services the Government intends to acquire as a commercial service item using FAR Part 12 and FAR Part 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. The North American Industrial Classification System (NAICS) Code is 811310. This Request for Quotation will not be issued in paper form. Request for Quotation documents may be accessed for download from the Federal Business Opportunities (FedBizOpps) website beginning on the date of issue (estimated to be on or about 12 February 2008) at the following site: http://www.fedbizopps.gov. Any amendments issued to the solicitation will be posted on this website. Prospective quoters are responsible for checking the website for amendments up to the date and time quotes are due. Firms must be currently registered in the Central Contractor Registration (CCR) database. This is not a Small Business Set Aside, however, all qualified small businesses may submit a quote. Telephone requests will not be accepted. A plan holders list will not be available for this project from CEU-Juneau. Quoters are encouraged to register their interest by entering their information in the Interested Vendors List for this solicitation in FedBizOpps.
