Description
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13.5 as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ102327 and is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-23. This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code is 541611. Background: The National Institutes of Health (NIH) Clinical Center is a 234-bed research hospital. The mission of the NIH Clinical Center is to serve as the nation?s premier research hospital for conducting clinical research to improve the health of human kind. It also serves as a national resource for clinical research by developing diagnostic and therapeutic interventions, training clinical researchers in the safe, efficient and ethical conduct of clinical research care. The Clinical Center supports nearly 50% of all NIH funded general research center beds in the nation, as well as over 25% of outpatient visits. In supporting approximately 1200 active clinical protocols, the Clinical Center admits patients from around the country and the world to participate in experimental treatments and studies. There are over 5,000 NIH employees who work in the Clinical Center on any given day and over 2500 of them are directly employed by the Clinical Center. The Office of Organizational Development is responsible for organizational-wide education initiatives as well as identification and support of workforce development. An executive coaching program was launched in 2006 as part of a larger competency-based management development program. The coaching program is now recognized as a valuable leadership development tool as well as an excellent retention strategy. The Office of Organizational Development at the NIH Clinical Center is seeking the collaborative services of external certified coaches in the continued delivery of an executive and leadership development coaching program. The program is focused both at mid-level and executive managers to further strengthen management and leadership strengths and skills. The Clinical Center values all aspects of diversity and seeks a pool of coaches able to leverage the diverse talents of carefully selected mid and senior level managers identified as having strong leadership potential for larger roles within in the Clinical Center. Program Expectations for Coaches: Coaches selected for this program are expected to attend a one day orientation about the Clinical Center, communicate regularly for updates and check-ins with the Chief of Organizational Development. Attend a meeting for closure and lessons learned are also required at the end of each coaching cycle. Some coaches may be asked to do a 1 hour presentation to general staff regarding leadership or coaching concepts. Coaching engagements will be for 6 months, modifiable upon mutual agreement between coach, client, and the ODP. Coaches are expected to: Meet twice monthly face to face and one on one with clients (3-4 hours/month, total); Provide easy accessibility via email and phone to coaching clients as needed; Conduct a 360 assessment of leadership learning needs in the initial phase of the coaching engagement, use that feedback to direct contract goals and outcomes, and to provide progress checks to the coaching client as well as his or her manager based upon mutually agreed upon contract terms. Supervisors are included in the initial assessment to provide input into learning objectives and may be included in the end point evaluation. Complete a brief Coaching Plan Form in the first stage of the coaching engagement identifying the learning objectives and measures of success. Coaching contracts with the Clinical Center will be effective for two coaching cycles with an option to add time and money to contracts if needed. The Office of Organizational Development reserves the right to dismiss a coach in the best interest of the client or the Clinical Center. Coach Criteria: At least 5 years experience coaching one-on-one at mid and senior executive levels; A coaching philosophy that fosters sustained, holistic learning; Certification through the International Coaching Foundation or an ICF- accredited training program; A good fit with the NIH Clinical Center culture; Experience in coaching executives and mid-level managers in a health care or scientific research setting; Experience in gathering data using 360 assessment, observations and interviews to develop coaching learning contracts; Willingness to understand and work within the Clinical Center Coaching Program; Live within the local geographic distance that allows for easy accessibility to be physically present at the Clinical Center for face to face contact with Chief of OD as well as clients
