- Description
- The Directorate of Contracting, Fort Bliss, Texas, intends to sole source as a brand name 40 each SIT-AA8 Pop-up Infantry Target Mechanisms with AH Battery and power cables; 40 each SLR Solar Panel with cable; and 1 each RZ4 Handheld Radio Controll er, RF/300Baud from Meggitt Defense Systems, Caswell. The target mechanisms are battery powered and radio controlled. The Solar Panel with cable is 55 watts Solar Panel Assy. The RZ4 Radio controller is a programmable, 300 baud handheld controller for r adio controlled targets. Authority cited: 10 U.S. C 2304(c) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The targets and controllers must b e interchangeable with existing targets/controllers on hand at ranges in order to substitute targets/controllers from another range due to unserviceability. Substantial duplication of cost to the Government that is not expected to be recovered would be ex perienced if full and open competition is pursued. The NAICS is 811310/size standard 6.5M. All responsible sources may submit a response which, if timely received, will be considered by the Directorate of Contracting. Capabilities/qualifications may be submitted no later than 2:30 PM MST February 5, 2008. Such capabilities and/or qualifications submitted will be evaluated solely for the purpose of determining whether the Government will conduct this procurement on a competitive basis. A Government dete rmination not to compete this requirement using full and open competition is solely within the Governments discretion. Facsimile submissions and oral communications are not acceptable in response to this action. Requests for Quotes or Requests for Propo sals will not be issued based on this Notice of Intent.
