- Description
- This is a combined solicitation/synopsis prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be used. The RFQ number is FA8707-08-M0005. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. The North American Industry Classification System (NAICS) code is 334111. Small business size standard is 1,000 employees. This solicitation is being issued as a Notice of Intent to issue a commercial purchase order using simplified acquisition procedures. This solicitation is 100% set-aside for small business. Item Description: TTI Call Director custom developed software. Integration of Dialogic DMN160TECW Telephony Interface Boards on TTI Call Director platform using Commetrex OTF Framework. Must maintain adherence to all specification requirements. An Advantech chassis along with two Cantata NS301 and two Dialogic DMN160TECW circuit boards will be available as Government furnished property for the duration of the development period. Testing of the software will be accomplished at the developer's facility with Government oversight of the test event. Interested parties should request a copy of the Systems Requirement Document and Statement of Work by e-mailing lisa.k.anderson@lackland.af.mil. Delivered is required not later than 120 days after receipt of order, FOB: Destination to 145 Duncan Drive, San Antonio, TX. The following provisions and clauses apply to this order: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-2 Evaluation -- Commercial Items, with the following tailoring: (a) The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement and (ii) price. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. FAR 52.212-4 Contract Terms and Conditions -- Commercial Items, 52.212-5 Contract Terms and Conditions to Implement Statutes or Executive Orders-Commercial Items in paragraph b the following clauses apply: FAR 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.232-33, 52.232-36. Also the following DFARs clauses apply: 252.225-7001, 252.225-7016, 252.232-7003. Please be advised that all interested parties must be registered in the Central Contractor Registration Data base in order to receive an award.
