Description
The Department of Energy (DOE) plans to award a sole source purchase order to Chem-Nuclear Systems, LLC. Chem-Nuclear is a commercial disposal facility that is licensed to dispose of Low-Level Radioactive Waste (LLW) generated in the United States. The authority for this acquisition is FAR 6.302-1(a) (2). The Low-Level Radioactive Waste Policy Amendment Act of 1985 directs DOE to provide State and compact regions with technical assistance managing LLW, including a computer database. To fulfill this requirement, the DOE maintains the Manifest Information System (MIMS), which is used by States, compact regions, and other government agencies to monitor the volume of LLW annually disposed at commercial facilities in the Untied States. As of January 2008, Chem-Nuclear Systems of Columbia South Carolina, LLC, Energy Solutions of Salt Lake City Utah, and U.S. Ecology of Richland, Washington are the only companies in the United States that are licensed to dispose of LLW. Chem-Nuclear Systems is a subsidiary of Energy Solutions. The purpose of the statement of work is to have Chem-Nuclear Systems provide to DOE specific data about all shipments received for disposal at their commercial disposal facility including shipments from DOE sites. The commercial disposal facility requires radioactive waste shippers (generators, collectors, brokers, and processors) to provide the data on LLW Shipment Manifests and other documentation required to accompany the shipments. The Contractor shall be responsible for: Assigning a unique code to each generator through out the life of the purchase order. The data provided must include and uniquely identify all DOE waste generator sites. Transmitting manifest records in the processing month based on the date the shipment was accepted at the disposal facility. Ensuring efficient transfer of data due to improvement of information technology. This may include updating the prescribed data format or proposing changes to make data transfer from the disposal site operator???s information system more efficient. Any changes will be agreed upon by both the DOE and the Contractor prior to implementation. Developing, formatting and submitting the data in accordance with special instructions provided in the statement of work. The period of performance is a base year from April 1, 2008 through March 31, 2009 with four 12 month option years. A firm fixed price purchase order is contemplated. Interested parties may identify their interest and capability and respond to the requirements described above. This notice of intent is not a request for competitive proposals. However, all capability statements received within thirty days after the date of this publication for this synopsis will be considered by the DOE A determination by the Government not to compete the proposed acquisition, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose to determine whether to conduct a competitive procurement. The North American Industry Classification Code for this acquisition is 562211. There will be no formal solicitation issued
