- This procurement is set aside for Small Business Concerns Only. The National Oceanic and Atmospheric Administration (NOAA) intends to issue a Request for Quote (RFQ) for a firm fixed price contract with one (1) base year and four (4) option years. The contract will cover Armed Guard Security Services for Wallops Command and Data Acquisition Station (WCDAS) located at 35663 Chincoteague Road, Wallops Island, VA 23337 The contractor shall provide armed security guard services 24 hours a day, 7 days a week and 365 days a year. The contractor shall provide all supervision, management, personnel resources, materials, supplies and equipment, and shall plan, schedule, coordinate and ensure the effective performance of guard services. Services shall be performed in a manner that shall safeguard all employees and provide a daily deterrent against unauthorized or illegal activities directed toward NOAA employees, visitors, information, programs and Government property. The contractor shall provide professionally trained Security Guards who shall be Level II certified trained and licensed Security Guards per Department of Labor Service classification guidelines for the U. S. Government facility. A complete statement of work will be released with the RFQ. The performance period for the base year is February 1, 2007 through January 31, 2008. The RFQ will be issued in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The RFQ will be issued on or about December 13, 2006 via the Federal Business Opportunities (FedBizOpps) web site at http://www.eps.gov. Hard copies of this RFQ will not be issued. The RFQ number will be EA133E-07-RQ-0067. This RFQ will be issued as a 100% set-aside for small businesses. The North American Industrial Classification Code (NAICS) is 561612, and the small business size standard is $17M. All interested small businesses may submit a quote, which shall be considered by NOAA. It is incumbent upon contractors to monitor FEDBIZOPS for the release of the RFQ and all subsequent amendments. Quoters must be registered with the Central Contractor Registration (CCR) at www.ccr.gov and obtain (and provide with the quote) a DUNs number. The government will award a firm fixed price contract resulting form the RFQ to the responsible quoter whose conformance to the RFQ will be most advantageous to the government, price and other factors considered which will be identified in the RFQ. Anticipated date of award is January 2007. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (07-DEC-2006).
