Description
1-31-2008 This Pre-Solicitation Notice is issued to advise industry that a solicitation will be forthcoming for services for engineering and integration and technical support services required to augment C5ISR Government program/project managers and engineers in fulfilling SPAWAR, U.S. Marine Corps, and other Federal Agencies' tasking in order to fabricate, assemble, integrate, inspect, test evaluate and deliver an integrated system, or other equipment, for fielding at strategic and tactical vehicles, and logistics support of C5ISR tactical vehicles and related interface systems, subsystems and equipment, and associated programs and projects. The contractor shall provide production engineering, integration product improvement, test and evaluation, fielding, maintenance support as well as the capacity to modernize or introduce transformational technologies into systems and technical support services of various C5ISR programs for fielding on platforms such as: Marine Corps Up-Armored HMMWV (UAH), Joint Explosive Ordnance Disposal (EOD) Rapid Responded Vehicle (JERRV), Mine Resistant Ambush Protected MRAP vehicles) and other Department of Defense (DOD) vehicles platforms, Navy C5ISR tactical vehicles and Marine Corps C5ISR tactical vehicles and other tactical vehicles. The C5ISR tactical vehicles programs/projects are comprised of an integration of a number of communications, command and control systems and equipment consisting of hardware and software elements, fabrication and system improvements. An Indefinite Delivery, Indefinite Quantity, Cost-Plus- Incentive-Fee, Performance-Based contract, with the option to issue Cost-Plus- Fixed-Fee and Firm-Fixed-Price task orders as appropriate for continued critical support. The planned contract is estimated at $249.6 Million, over an eight year period (includes one base year, four one-year options, and provisions for three additional one-year award terms). This is not a follow-on contract. The NAICS is 541330, and the applicable size standard is $25.0M. Subject procurement is unrestricted, with award to be made via full and open competitive proposals. The anticipated award date of the subject contract is scheduled for JUL 2008. The solicitation and any documents related to this procurement will be available over the Internet, on or about 20 FEB 2008, at the SPAWAR Business Opportunity Website, located at the following address: http://E-Commerce.spawar.navy.mil. It is the offeror's responsibility to monitor this site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). No paper distribution of these documents will be provided.
