- The Specialty Center Acquisitions, NAVFAC for the Naval Facilities Expeditionary Logistics Center (NFELC) is seeking labor, materials, facilities, and services necessary to engineer, fabricate, install, and deliver armor solution kits for 12, 20-ton tractors. Immediate armoring solutions are required. All tractors (Government provided equipment) shall be armored and delivered to Naval Base Ventura County, Port Hueneme, CA. This procurement is 100% set-aside for SMALL BUSINESS. A Firm Fixed Price Contract will be awarded. The North American Industry Classification System (NAICS) code is 336992, Military Armored Vehicle, Tank, and Tank Component Manufacturing. The Small Business Size Standard number of employees is 1000. Award will be made to the responsible offeror whose proposal represents the Best Value to the Government in accordance with Part 15, Contracting by Negotiations. The solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and a mendments thereto will be posted on the FEDBIZ http://www.fedbizopps.gov/, and on the NECO website at https://www.neco.navy.mil/buyer. The Solicitation will be available for review on the websites on or around 1 February 2008. It shall be the Contractor?s responsibility to check the NECO website for any amendments thereafter. Qualified parties are required to register for the solicitation on the NECO website. The Contractor is required to register with the Department of Defense Central Contractor Register (CCR).
