Description
The U. S. Department of the Interior (DOI), Minerals Management Service (MMS), has a competitive requirement for software upgrade which would support MMS National Assessment of Undiscovered OCS Resources Gulf of Mexico Outer Continental Shelf (OCS) Region. Please read this entire notice carefully as it constitutes the only notice that will be issued. The Minerals Management Service, Procurement Section, is the contracting office for this procurement and the contract administration. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The Government intends to award one small business set-aside contract for this effort, and anticipates firm fixed price. The estimated cost range is estimated between $27,000 - $28,000. INTRODUCTION: The MMS National Assessment of Undiscovered OCS Resources used to prepare the 5-Year Oil and Gas Leasing Program for 2007-2012 utilizes the Geological Resource Assessment Program (GRASP II), which includes peer review of the model, play definitions, and resource estimates. The Geologic Interpretative Tools (GIT) software and methodologies form the basis of all MMS geological and geophysical evaluations and assures the quality of MMS?s technical evaluations. ZEH Plot Express is the plot device interface software used to provide GIT plot output is integrated into GIT and has supported GIT plot output since 1991. The ZEH Plot Express software requires upgrade to version v4.7 to support GIT plot output by new plotters. MMS also requires the ZEH software be licensed for the newer Linux Platforms used at the Anchorage and GOMR locations. MMS requires the Oil & Gas Enterprise package, Linux Licensing, CGM Extension, CGMage Builder, and Raster Import upgrades for their existing software for the two MMS locations listed above, to continue to provide required GIT plot output. ANALYSIS: The existing MMS infrastructure utilizes GIT from Geoquest and Landmark Systems. These application tools have been in place and part of the MMS Resource Evaluation Post Lease Sale Analysis Process and the Leasing Lease Sale Process within the MMS TIMS applications since 1991. The GIT Tools utilize the software product, ZEH, to allow MMS to produce CGM previews of film and paper plots for post analysis work, lease sale analysis, bid maps, public information displays, and work flow process reviews. Existing hardware infrastructure was upgraded in 2007 with the addition of new HP4000 plotters requires that the ZEH software be upgraded. ZEH software is integrated with all the existing processes and applications already deployed throughout MMS. CONCLUSION: MMS core applications use ZEH software to integrate 36 various application functions for MMS to produce plotting from the ESRI, and Technical Information Management System (TIMS) applications. Evaluation of unproven sources would take several months, require a numerous variety of core application changes, be cost prohibitive to the Agency, and ultimately endanger the MMS Lease Sale schedule. ZEH software upgrades and their continued subscription updates are required to provide critical continuity between core MMS applications and their output to support the MMS mission. A MMS and ZEH Software Inc. SLA supports all current and future MMS ZEH product purchases, and because ZEH products are available only through the manufacture, MMS may procure ZEH software and updates through Sole Source procurement authority.
