Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the FAR, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), number ESQ080011. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. This solicitation is set-aside for Small Business concerns, under North American Industry Classification System (NAICS) code 321114. The Small Business Size Standard is 500 employees. Materials must be domestic. Furnish and deliver the following supplies to Dillon, Montana, to include: ITEM #1) 700 each, Treated Wood Posts 5" x 7' Pointed; ITEM #2) 550 each, Treated Wood Brace Rails, 5" x 8'; ITEM #3) 820 each, Untreated Wood Rails, 14' x 3 1/2"; ITEM #4) 550 each Treated Wood Gate Stays 48'; ITEM #5) 100 each Treated Wood Jack Sets, bored through. Furnish and deliver the following supplies to Butte, Montana, to include: ITEM # 6) 360 sets, Treated Jack Legs 5" sets, bored through; ITEM # 7) 100 each, Treated Posts 8' Blunt 5-6" diameter; ITEM # 8) 50 each, Treated 8' Brace Rails 4" diameter, Blunt; ITEM #9) 250 each, Treated Wood Rails 14', 4" diameter. ( Total of 9 line items with two delivery points) The delivery address for LIne Items 1 - 6 is is Bureau of Land Management, Dillon Field Office, 1005 Selway Drive, Dillon, MT. The delivery address for Line Item 6 - 9 is Bureau of Land Management, Butte Field Office, 106 N. Parkmont, Butte, MT. The FOB Point will be Destination. SPECIFICATIONS FOR THE PRESERVATIVE-TREATED POLES AND POSTS ARE AS FOLLOWS: PART 1: GENERAL 1.1 SUMMARY: A. Section Includes: Acceptability and application of preservative treated posts and poles. 1.2 REFERENCES: A. American Wood Preservers' Association: AWPA C 1 90 All Timber Products Preservative Treatment by Pressure Processes AWPA C 5 90 Fence Posts Preservative Treatment by Pressure Processes AWPA C 10 90 Lodgepole Pine Poles Preservative Treatment by the Full Length Thermal Process AWPA M 4 90 Care of Preservative Treated Wood Products AWPA P 5 90 Waterborne Preservatives AWPA P 8 89 Oil Borne Preservatives AWPA P 9 87 Solvents and Formulations for Organic Preservative Systems 1.3 DEFINITIONS: A. Posts: Posts are classified as to size on the basis of the smallest diameter and total length. 1.4 SUBMITTALS: A. Certificates of Conformance: Submit 1 copy of written certification of the items to be supplied, that they conform to the requirements of this specification section. Included shall be certification of species and origin of wood, along with name and address of treatment plant. This certification will be required before any acceptance of wood products. The government reserves the right for non-acceptance, upon delivery, if wood products do not meet the following specifications. 1.5 QUALITY ASSURANCE: A. Fabricator's Qualifications: A person required to apply preservatives must have completed an Environmental Protection Agency approved training course. 1.6 DELIVERY, STORAGE, AND HANDLING: A. Storage: Stack treated material separately from untreated material. Support material above the ground and cover to protect against moisture. Allow air to circulate between members. B. Handling: Treated materials shall be handled to preserve the integrity of the treatment. Scrapes, punctures or abrasions caused during this operation shall be treated with an approved preservative. Poles are not acceptable when they contain indentations attributed to loading or handling slings that are 1/4-inch or more deep over 20% or more of the pole circumference, or more than 1/2-inch deep at any point. Poles shall not be dragged along the ground. Cant hooks, pole tongs, or other pointed tools shall not be applied to the ground line section of the poles. PART 2: PRODUCTS 2.1 MATERIALS: A. General: Material shall be sound, free of decay and end splits. Seasoning checks will be permitted when not extending through the pith. B. Posts: Shall be round. Posts shall be free of multiple crooks. Posts are not acceptable when a line drawn from the geometric center of the top to the center of the butt falls outside of the body of the post, or a point more than 1 ? inches from the center of the post. Posts are not acceptable when charred. Only one check extending to the pitch is allowable. Only the following species are acceptable when preservative treated for the full length: ponderosa pine, lodgepole pine, and Douglas fir. Only these species grown east of the Cascade Mountain Range will be accepted. 2.2 WOOD TREATMENT PRACTICES FOR POSTS: A. General: Minimum net retention and penetration shall be according to AWPA C 5. Treatment method shall be according to AWPA C 1. B. Pentachlorophenol: Five percent penta solution (conforming to AWPA P 8) in petroleum (according to Type A in AWPA P 9.) C. Ammoniacal Copper Arsenate (ACA): Waterborne preservative according to AWPA P 5. D. Ammoniacal Copper Zinc Arsenate (ACZA): Waterborne preservative according to AWPA P 5. E. Chromated Copper Arsenate (CCA): Waterborne preservative according to AWPA P 5 Type A, B, or C. F. Thermal Process: Lodgepole pine only. The full length thermal process according to AWPA C 10 (although AWPA C 10 refers to poles, this standard is acceptable for treatment of lodgepole pine posts except that penetration and retention shall conform to AWPA C 5). PART 3: EXECUTION (There are no applicable requirements.) PART 4: MEASUREMENT AND PAYMENT 4.1 METHOD OF MEASUREMENT: A. Units: Poles and Posts will be measured and paid for by the individual unit price. 4.2 BASIS OF PAYMENT: A. Payment: Prices and payment will be full compensation for the product described in this section. Payment will be made under the unit price as stated in the bid schedule. Award will be made to the lowest responsive, responsible quoter that is most advantageous to the government. The provision at 52.212-01, Instructions to Offerors-Commercial Items is applicable. The provision at 52.212-02, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Evaluation factors will be based on price. QUOTERS SHALL FOLLOW INSTRUCTIONS IN THE PROVISIONS AT 52.212-03, OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, AND SUBMIT APPROPRIATE DOCUMENTATION WITH IT'S OFFER. The clause 52.212-04, Contract Terms and Conditions-Commercial Items, is applicable.
