Description
The Walla Walla District is issuing this proposed contract action for commercial supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2) only one responsible source and no other supplies or services will satisfy agency requirements. Currently, no other company can supply transmitters compatible with the existing HTI equipment due to their proprietary nature. HTI produces transmitters that utilize a proprietary coding strategy using multiple pulses to transmit the information to the receiver. This relatively new coding strategy allows many more uniquely identifiable transmitters to broadcast on the same frequency. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the next 15 days after date of publication of this synopsis will be considered by the G ovrenment. A determination by the Government not to compete with proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determini ng whether to conduct a competitive procurement. Notice to determine if there are an adequate number of interested business concerns capable of providing acoustic tags in accordance with the at tached specifications within the required delivery period. The Government will use the responses for information and planning purposes regarding the availability of commercial sources to provide Acoustic Transmitters for fish research. Responses to this Request for Information / Sources Sought, are not offer s and cannot be accepted by the Government to form a binding contract. See Federal Acquisition Regulation 52.215-3 Request for Information or Solicitation for Planning Purposes, at the end of this d ocument. The Walla Walla District, U.S. Army Corps of Engineers requires miniature acoustic transmitters for surgical implantation in juvenile salmonids to conduct fish passage and survival research at McNary Dam on the lower Snake Riv er, Washington. Three separate specifications are attache d. One is for spring evaluations in which the species to be tagged are juvenile steelhead and juvenile spring Chinook salmon. The second is for summer evaluations in which fall Chinook juven iles will be outfitted with transmitters. The third i s for use throughout the spring and summer study periods as beacons to be used for system integrity monitoring. The Government may award up to three contracts one for spring (juvenile steelhead and y earling Chinook salmon), and one for summer (subye arling Chinook salmon), and one for beacon tags. In addition to the specifications attached, the manufacturer shall have a proven performance record of supplying large numbers (5,000+) of acoustic tr ansmitters for studies in large river systems to assess hydro-electric project passage behavior. Documentation must be provided to ensure that the potential vendor is able to meet the delivery schedule and will supply a proven product. See applicable de livery tables. Also included should be: Examples of previous production of similar size aquatic transmitters in the quantities listed above. At least two references (clients) that could verify quality of previous large transmitter orders to substantiate firms ability to produce high qua lity transmitters in large numbers (2,000+) in a relatively short period of time (4 to 6 months). Any other type of evidence to indicate that the firm is capable of producing the required transmitters. Evaluation The information submitt ed will be used to identify firms that are capable of meeting the governments needs for miniature radio transmitters for implantation in juvenile salmon and ste elhead.
