Description
The U.S. Army Corps of Engineers, Walla Walla District, CENWW-CT, 201 N. 3rd, Walla Walla, WA 99362, intends to solicit and award a firm-fixed price service contract to conduct an adult behavior and passage study on Chinook and Steelhead at Lower Gra nite and Little Goose dams during the entire adult fish passage season in 2008. This solicitation is unrestricted. The NAICS code is 541712 with a size standard of 500 employees. Award is expected on or about 22 February 2008. The contract proposed pe riod of performance is for 16 months. DESCRIPTION. Work at Lower Granite requires specialized expertise in adult salmon and steelhead tracking with telemetry to provide information on migration characteristics and survival of adult fish as they approach and pass Lower Granite Dam. These services include determining entrance and movements in the tailrace, ladder entrance approach, duplication of the transition pool study conducted in 2006, and passage of adult spring and fall Chinook salmon and Steelhead through the adult fish ladders at Lower Granite Dam relative to the fish passage season and environmental conditions affecting passage such as temperature. The required services also include the analysis and conversion of data for further e valuation and correlation to seasonal, operational, structural and other experimental conditions as defined by the District. Work at Little Goose requires specialized expertise in adult salmon and steelhead handling, tagging, and tracking with tele metry to provide information on migration characteristics and survival of adult fish as they approach and pass Little Goose Dam. These services include determining the dam approach paths, movements in the tailrace, and ladder entrance approach and passage of adult spring Chinook salmon and Steelhead through the adult fish ladders at Little Goose Dam relative to dam operations and river conditions. The required services also include the analysis and conversion of data for further evaluation and correlation to seasonal, operational, structural and other experimental conditions as defined by the District. In order to be eligible for award, contractors shall illustrate their ability to obtain the necessary Endangered Species Act permit from NOAA Fisher ies to handle adult salmon and steelhead. Contractors will be required to present a copy of an ESA Section 10 permit from one of the last five years. Contractors shall also provide written confirmation prior to award from NOAA Fisheries that they will b e authorized and permitted to operate the adult trap located in the ladder at Ice Harbor Dam. Contractors shall also demonstrate their specialized experience in performing and accomplishing objectives relating to adult studies in behavior, passage, and l adder condition evaluations at hydroelectric projects by submitting two reports from two separate adult salmonid studies they have completed within the last five years.
