Description
***This solicitation shall be restricted to U.S. firms only in accordance with 41 U.S.C. ?421, 48 C.F.R. Chapter 1, FAR 6.302-4, and DFARS Part 225. Contractors participating in this solicitation must be U.S. firms or firms in a joint-venture with a U.S. firm.*** The purpose of this indefinite-delivery, indefinite-quantity Multiple Award Task Order Contract (MATOC) to provide repair, maintenance and construction services for Israeli Ministry of Defense facilities and other facilities to inclu de U.S. owned or leased facilities in Israel. The majority of the work to be performed under the contract is minor new construction throughout Israel. The award of two (2) or more contracts is anticipated. The proposed facilities construction wi ll be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations. Contract will be awarded and paid in U.S. dollars. This procurement is restricted to United States firms only. If a single offeror does not have i n-house design and construction capabilities, U.S.-only joint ventures will be acceptable. This procurement is subject to the additional requirements of FMS and the Foreign Acquisition regulations set out in FAR part 25 and DFARS Part 225. In addition to the FAR and DFARS limitations, use of Israeli content is limited to bulk materials such as sand, gravel or other soil material, stone cement, or contract masonry units, as well as other excepted items under the FAR and items specifically approved by the C ontracting Officer and specified in the solicitation. At least 51% of the contract value, exclusive of bulk or excepted material and Israeli design certification services, must represent U.S. content. Estimated cost range of project is more than $1 0,000,000 per FAR Part 36.204(h) for the life of the contract, to include a one (1) year base period and one (1), one (1) year option period. The US Army Corps of Engineers, Germany will be the procuring office. Contractors will be required to provide a bid guarantee or bank letter of assurance and if awarded a contract, to provide a performance bond or bank letter of guarantee per Task Order in accordance with FAR 28 Bonds and Insurance as prescribed in the solicitation. Vendors are encouraged to visit this website and become familiar with its content and functionality prior to the solicitation issue date. Information will not be available through Federal Technical Data Solutions (FedTeDS) so prospective offerors must provide the information requested above in order to receive instructions necessary to access the location of additional information not posted to the GPE. The contract specialist wil l be the sole point of contact for this solicitation.
