- This is a Sources Sought announcement only. There is not a solicitation for any action at this time. This synopsis is issued for the sole purpose of the 30th Contracting Squadron to conduct Market Research in accordance with FAR Part 10. This effort is to seek qualified sources capable of providing Aerospace Support Services. The contemplated contract would be for Unconventional Fuels, PMEL, TAM, and AGE at Vandenberg AFB CA. Statement of Need follows giving a brief description of the services sought. The NAICS code is 488190 with a $6.5M size standard. The Government is particularly interested in maximizing participation from Small Businesses. Interested offerors are asked to furnish a capability statement no later than 1600 hours PDT 28 Feb 07. Please include company name, address, telephone number, point of contact with an email address, business size, DUNS number, CCR Registration number, Federal CAGE Code, general description of the company, how long the company has been in business and a description of similar contracts with the government and/or commercial customers (include points of contact, contract numbers, value and contract type). Additionally, each submitter must provide a detailed response to the following seven questions by documenting their responses with factual material. Request respondents limit these answers to a total of no more than 15 pages. 1) Do you have the technical and financial capability to provide personnel, equipment and materials to perform all requirements in the Statement of Need? 2) Do you employ personnel who are familiar with military flightline operations? 3) Is your company prepared to be liable, when negligent, for environmental and safety mishaps? 4) Has your firm ever had a pre-award check accomplished by DCAA on the adequacy of your accounting system? If so, identify cognizant DCAA office and POC. 5) Discuss your use of the Earned Value Management System (EVMS) MIL-HDBK-881, Work Breakdown Structure (WBS), and Cost/Schedule Status Report (C/SSR). 7) Discuss your corporate Quality Control Program. STATEMENT OF NEED GENERAL SCOPE: The scope of the proposed effort includes tasks associated with providing consolidated Aerospace Support Services for the 30th Space Wing (30 SW), Vandenberg AFB, CA. This capability supports operational programs to include Expeditionary Aerospace Force (EAF), United States space lift programs, airfield operations and future aerospace plane activities. Military, individual Corporate or civilian Contractor. All authorized mission and program support requirements for operations utilizing Western Range Major Range Test Facility Base (MRTFB) support and Commercial Space activities. This requirement implements an integrated Program Management/Administration approach to provide Operations, Maintenance and Support Services capability for: Unconventional Propellants (UP), Precision Measurement Equipment Laboratory (PMEL), Transient Aircraft Maintenance (TAM), Aerospace Ground Equipment Maintenance (AGE), and Aerospace Maintenance Operations Control (AMOC) facility maintenance. Emergency and Special Event Services (ESES): Fleet Management/Maintenance of all vehicles under the control of the contractor. Unconventional Propellants (UP): The basic UP effort is for managing and handling, maintenance and storage of unconventional propellants, pneumatic and cryogenic commodities and the Protective Equipment Maintenance Operations (PEMO), including SCAPE suits and air packs in support of missile and space booster satellite launch programs, including commercial launches. Technical, engineering and training support services for Hazardous Operations Support (HOS) missile movements and hazardous payload support is also included. PMEL: Operations and Maintenance of Air Force TYPE IIC Precision Measurement Equipment Laboratory (PMEL) Services. The basic contractual effort is to provide between 17,000 and 21,000 Customer Units of PMEL services annually for 30th Space Wing units, tenants, subscribing contractors, and other off base entities under service regionalization agreements currently being developed. TAM: The contractual effort is to perform Transient Aircraft Maintenance (TAM) services for the 30th Space Wing. Transient and mission support aircraft arrival, processing and departure services; minor maintenance and direct program logistical support including interface with commercial space lift contractors. AGE: Aerospace Ground Equipment (AGE) maintenance and logistical support for the 30 Space Wing and tenant organizations. AMOC: Aerospace Maintenance Operations Control (AMOC): This will be provided through the development of a core activity (control center) that will be responsive to customer support requirements and will provide the interface and coordination (Plans and Scheduling) with the 30 Space Wing and commercial customers. ESES: Emergency and Special Event Services (ESES) Mobility requirements, Exercise Support, Open Houses, Air Shows, etc. Fleet Management/Maintenance: Management and maintenance of all vehicles, tractors and trailers, contractors leased or Government Furnished Property/Equipment (GFP/E) placed under the control of the contractor. This will include Special Purpose vehicles used for aircraft towing, follow me trucks, and general purpose for AGE support as well as RC 15 Re-chargers; R 17 fuel transports; R16 oxidizer transports; R6 Re-chargers; A4A tankers; and A17/MH1 tube banks. Maintenance will be done in accordance with AFM 24-309/AFI 124-301 and AFMAN 24-307/AFI 24-303. Note: It is the responsibility of all potential offerors to monitor these sites for release of any future synopses or solicitations. This RFI is not a commercial solicitation per FAR PART 12. The Government will not pay for any costs associated with providing this information. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this contemplated procurement. To be eligible for any future contract, prospective concerns must be registered in the Department of Defense Central Contractor Registration (CCR), and must accept payment via Electronic Funds Transfer (EFT).
