Description
Title of Project: Storage and Distribution of Chemicals and Drugs used in Preclinical Evaluation and Development. This replaces the previous synopsis dated: March 26, 2007 The Drug Synthesis and Chemistry Branch, Developmental Therapeutics Program (DTP), Division of Cancer Treatment and Diagnosis (DCTD), National Cancer Institute (NCI) is seeking a contractor to manage a Repository for the above listed agency. The principal objectives of this request for proposals are the web-based acquisition of new compounds for testing and the receipt, storage, inventory, distribution (local, nationally, and internationally), documentation, and control of all synthetic compounds, purified natural products, and bulk drugs. All new potential chemotherapeutic agents evaluated by the Program, whether single compounds or plated materials, are received, registered in the Program, and distributed by this contract. This contract is also responsible for the management of correspondence to and from the compounds suppliers; for creation, using the web-based acquisition procedures, and maintenance of the chemical database; systematic file and record keeping; and reacquisition of needed samples for continued chemical studies, in vitro testing and subsequent in vivo studies. Mandatory Exclusion: The Offeror may not be a pharmaceutical, chemical or biotechnology firm for the purposes of this RFP, a pharmaceutical, chemical or biotechnology company is defined as which sells drugs and or chemicals to the general public for profit or is engaged in research leading to such products. Request for Proposal (RFP) N02-CM-77002-21 will be available on or about June 5, 2007 with receipt of proposals due on July 12, 2007 at 2:00 p.m. eastern standard time / prevailing time. The RFP will only be available electronically and must be accessed through FedBizOpps http://www.fedbizopps.gov/ or the National Cancer Institutes, Office of Acquisition external website at URL: http://rcb.nci.nih.gov . Once there, click on Current Requests for Proposals. All information required for submission of a proposal will be contained in the electronic RFP package. POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY AMENDMENTS. It is the Offerors responsibility to monitor the above Website for the release of this RFP and amendments, if any. This solicitation is anticipated to result in one (1) award to an Offeror capable of performing all aspects of the work described in the SOW. The contract shall be cost-reimbursement, completion type or level of effort and will be awarded for a period of five (5) years. All responsible and allowable sources may submit a proposal which shall be considered by the Government. This advertisement does not commit the Government to award any contracts.
