Description
SOL: W912EF-08-R-0022 The U.S. Army Corps of Engineers, Walla Walla District, CENWW, 201 North 3rd Avenue, Walla Walla, WA 99362, intends to issue a Sole Source Firm Fixed Price Base plus four option Periods to provide Post Release Performan ce of Natural and Hatchery Clearwater River Fall Chinook Salmon research services. Under the UMFS 2000 and 2004 Biological Opinion on the Reinitiating of Consultation on Operation of the Fedreal Columbia River Power System, and as identified in the NMFS 2 006 Draft Remand BiOP Avian Predation Proposed Action; the Corps of Engineers has an obligation to provide the region with information on the impacts of avian predation on juvenile salmonids in the Columbia River Basin in order to support management decisi ons related to avian requirements and is required to research, monitor, and evaluate avian predation on juvenile salmonids in the FCRPS reservoirs above Bonneville Dam, Reasonable and Prudent Alternatives: 101, 102, 103, 104, and 186. The statutory author ity for permitting other than full and open competition for this requirement, 10 U.S.C. 2304(c)(1), and implemented by FAR 6.302-1(a)(2), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract features a base year and four (4) option years. CONTRACTOR SERVICES: SCOPE OF WORK  CY2008 1. Project Title: Post Release Performance of Natural and Hatchery Clearwat er River Fall Chinook Salmon 2. Appropriation: Operation and Maintenance (O&M), Fish and Wildlife Program. 3. Purpose and Scope: The proposed research activities are to evaluate post release performance of natural and hatchery Clearwater River fall Chinook salmon. The 2004 NOAA Fisheries Biological Opinion calls for an evaluation of the effectiveness of transportation for improving survival of the ESA listed natural Snake River fall Chinook salmon. The Updated Proposed Actions for the F CRPS indicates that a comprehensive evaluation of fall Chinook transportation is planned to begin in 2007/2008. There are numerous complex issues surrounding Snake River fall Chinook salmon and the development of an overall transportation study. The Wall a Walla District needs additional marking of natural Clearwater River fall Chinook salmon to compare the performance of hatchery fish as substitutes for natural fish. This information will help determine if hatchery fish can be used in transportation and other migration behavior and life history studies. This research supports the Operation of the Federal Power System in the 2000 National Marine Fisheries Service Biological Opinion under the Endangered Species Act, Section 7 Consultation, Actions items 42 , 46, 47, 48, 51, and 185. The work will be done in cooperation with the Fish and Wildlife Service, Idaho Fishery Resource Office, who will rear surrogate fish at the Dworshak National Fish Hatchery to natural size and release them into the Clearwater Rive r in 2008. This research requires specialized coordination from the Fish and Wildlife Service (Idaho Fishery Resource Office), the Nez Perce Tribe, Washington Department of Fish and Wildlife, Oregon Department of Fish and Wildlife, Idaho Departmen t of Fish and Game, the Umatilla Tribe, and the Columbia River Inter-tribal Fish Commission as outlined in the 2008 Consensus Research Proposal, Evaluating the Responses of Snake and Columbia River Basin fall Chinook Salmon to Dam Passage Strategies and E xperiences. Fieldwork to supplement sampling and PIT tagging of natural Clearwater River fall Chinook salmon must begin by early-May 2008 to sample the peak outmigration period (approximately May-June) on the Clearwater River. The Nez Perce Tribe has samp led, PIT tagged, and collected natural Clearwater River fall Chinook salmon life history data since 1991. Information is required to determine if hatchery fish can be raised to perform as natural surrogates in the Clearwater River. 4. Nez Perce Tribe Obligation: a. The Nez Perce Tribe will conduct the following research objectives. All work described within the proposal covers the 2008 ca lendar year, with the exception of draft and final reports. Objective 2 Compare the post-release performance of natural fall Chinook salmon subyearlings from the Snake and Clearwater rivers to hatchery fall Chinook salmon subyearlings released in these rivers as natural fish surrogates for transportation studies. Task 2.1 Culture, tag, and release surrogate group: Coordinate and assist as needed the Fish and Wildlife Service, Idaho Fishery Resource Office in PIT tagging and release of up to 130,000 surrogate experimental release group into the Clearwater River. Task 2.2 Scheduling surrogate tagging and release: Use historical data collected during the 2001  2007 field seasons by the Nez Perce Tribe and 2007/08 Clearwater River inc ubating water temperatures to develop a regression model for predicting the median date 70-75 mm natural fall Chinook are present along the Clearwater River shorelines. Trap natural fall Chinook during 2008 in the lower Clearwater River and provide empiri cal data to model and plan the best release timing of hatchery surrogates to match the median date of presence of natural fish. Task 2.3 PIT Tag natural fall Chinook in the Clearwater River: Conduct supplemental sampling to increase the number of n atural fall Chinook salmon presently collected and implanted with PIT tags in the Clearwater River as part of the on-going Bonneville Power Administration funded study. The goal is to increase the number of natural fish tagged by up to 8,000 in the Clearw ater River. Conduct a pilot study in 2008 to PIT tag up to 10,000 natural fish that are 40-60mm in length using the smaller 8.5mm PIT tag. A random sub sample of 100 wild fish captured during the supplemental sampling in the Clearwater River will be caud al fin clipped to determine genetic lineage. Task 2.4 Assigning treatment groups: Treatment groups will be coordinated with National Marine Fisheries Service, Fish and Wildlife Service and the Nez Perce Tribe. Treatment groups will be developed fr om historical data modeling, median fish presence, and sampling efficiency. b. Field Schedule: The Nez Perce Tribe will assist the Fish and Wildlife Service, IFRO in rearing Lyons Ferry Hatchery fall Chinook salmon at the Dworshak National Fish Hat chery beginning February 2008. Sampling and PIT tagging natural Snake River and Clearwater River fall Chinook salmon will occur May - July 2008. The Nez Perce Tribe will provide a monthly schedule of field activities to Mr. Scott Dunmire (509) 527-7238.< BR> Events may occur which change the projected test design. Any changes to the proposed Scope of Work must be coordinated through the District AFEP Coordinator, Mr. Marvin Shutters (509-527-7249), who will coordinate the changes through the appropriat e chain of command within the Corps, including consultation with other involved groups as necessary. See paragraph 6 for further coordination information. c. Deliverables: 1. Annual Review Presentation: A short summary report (abstract) and a PowerPoint presentation of the 2008 field season effort, including preliminary data analysis and discussion, shall be required at the 2008 Annual AFEP Research Review. The Portland District will host the review in Portland during the fall (tentati vely scheduled for mid November to early December 2008) and alternating between the Walla Walla and Portland Districts is subsequent years. 2. SRWG Presentations: At least two presentations that summarize field season data are required in 2008 at the AFEP Studies Review Work Group (SRWG) meetings in 2008. 3. Annual Report: An Annual Report summarizing the work conducted and data collected durin g the previous field season shall be provided in draft form by December 1 in the same year the research was conducted to Mr. Scott Dunmire. After a 60-day review period by the AFEP Studies Review Work Group, a final annual report of manuscript quality sha ll be submitted for production copies along with an electronic version to the District AFEP coordinator (Mr. Marvin Shutters) and Mr. Scott Dunmire by April 31 in the year following the year in which the research was conducted. The annual report will be a concise synopsis of findings and will focus on data gathered and results of analysis. Methodologies, techniques, 95% confidence intervals and pertinent field observations will be included. All option research years 2009, 2010, 2011, and 2012 wit h field seasons are required to provide identified Deliverables 1 -3. d. Schedule/Reporting: Reports will be required on a monthly basis during each research period. This report is intended to note any particular problems encountered, any specific project services required, or any changes proposed for discussion with the District AFEP Coordinator (Mr. Shutters). The report shall be submitted Mr. Dunmire at (509) 527-7238 or sent by e-mail to mailto:Scott.T.Dunmire@usace.army.mil. A draft rep ort will be delivered in December 2008 identifying the number of fish sampled and a final report shall be delivered no later than April of 2009. After a 30-day review period by the AFEP Studies Review Work Group, a final annual report, suitable for reprodu ction, will be submitted to the District AFEP Coordinator. The final report will include the number of natural fish tagged in 2008 and a detailed analysis of the comparison and performance evaluation of natural and hatchery-reared surrogate fall C hinook. Methodologies, techniques and pertinent field (operational) observations will be included. The Corps will not accept a final report if draft review comments are not directly responded to by the principal investigators. It is requested t hat publication of any results of this research in an internal or refereed document show acknowledgment of Corps funding and participation. The Corps supports publication of this research effort after review of the manuscript. 5. Coordination: < BR> All coordination involving research objectives shall be conducted between the principal investigator and the District POC (Mr. Dunmire). No changes to the proposed research effort will occur without prior approval by the Contracting Officer, coordinate d through the appropriate chain of command within the District by the District AFEP Coordinator (Mr. Shutters). 6. Funding: Support for funding for this research has been approved to conduct the activities described in the research propo sal. Funding is authorized to conduct the activities through December 2008. This Scope of Work provides no guarantee of future funding for work proposed beyond March 2006. The Nez Perce Tribe will supply a monthly expenditure report. This will consist of two parts. The first part will be submitted by the 20th of each month and will consist of an estimate of expenditures throu gh the end of the current month. The second part will be a record of actual monthly expenditures. The second part will be submitted to the Corps by the 10th of each month for the previous month. Equipment: All non-expendable equipmen t purchased under this work order will remain the property of the Corps. All invoices for purchases of non-expendable equipment must be submitted to the District AFEP coordinator within two weeks of purchase for proper inventory control and to issue Distr ict bar codes for placement on the non-expendable items. Final payment will not be made if the property inventory has not been completed. b. Endangered Species Act Permits: Unless otherwise approved by the Corps, prior to initiating work under the terms of this Memorandum of Agreement it is the responsibility of the Nez Perce Tribe to obtain any permits which may be required by the Endangered Species Act, 16 U.S.C. Section 1531 et. seq. In the event that such a permit is denied for the researc h work contemplated by this agreement, the Corps may terminate this work order in whole or part. Any work authorized and performed through the date of termination shall be reimbursed in accordance with paragraph 7 above. c. Fish Handling: All handling of ESA listed species must conform to the Terms and Conditions Related to FCRPS Research Projects, Special Conditions, Section 10.5.3.1, NMFS Biological Opinion (2000).
