- On or about February 11 2008, this office will issue Invitations for Bid for Construction of the Environmental Restoration Project, Sand Creek Breakwater, North of Wahoo, NE. The solicitation will close on or about March 12, 2008. This soli citation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. Contractors interested in inspecting the site should see the solicitation information on plans and specifications. DO NOT submit requests for plans and spe cifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. Project Description: (Approx. quantities) The work consists of construction of ecosystem restoration and recreation, Sand Creek Watershed, Wah oo, Nebraska. Project will involve clearing and grubbing, construction of riprap covered earthen embankment breakwater, demolition of existing county road bridge, and construction of pedestrian bridge. Approximate quantities include: 86,000 CY compacted embankment, 24,000 Tons riprap, 26,140 SY Geotextile and 5,000 SY aggregate surfacing. The estimated construction cost of this project is between $1,000,000 and $2,500,000. Contractors Quality Control will be a requirement in th is contract. Large business concerns submitting bids for service exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. A rmy Corps of Engineers considers the following goals reasonable and achievable for this contract: (a) Small Business: 51.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 8.8% of planned subcontracting dollars*. (c ) Women Owned Small Business: 7.3% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 1.5% of planned subcontracting dollars*. (e) Hubzones: 3.1% of planned subcontracting dollars*. * - Smal l business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 270 calendar days after receipt of Notice to Proceed. Provisions will be included for liqu idated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
