- Description
- Design/Build of a new 400-member, 72,000 square foot Armed Forces Reserve Center (AFRC), 6,300 square foot organizational Maintenance Shop (OMS), and an 1,800 square foot unheated storage building located at Lake County, Illinois. Demolition of an e xisting 2-story building with a footprint of approximately 11,000 square feet, paving and underground utilities are also included in the project. Buildings will be out of permanent construction with reinforced concrete foundations, concrete floor slab, st ructural steel frames, masonry veneer walls, standing seam metal roof, HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and exten sion of utilities to serve the project. Access for the disabled will be provided. Force protection (physical security) measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. B erms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Comprehensive building and furnishings related to interior design services are required. Air conditioning estimated at 212 tons. Contract duration is 510 days. The estimated price range is between $10,000,000.00 and $25,000,000.00. Offerors are under no obligation to approach this ceiling. This is a single phase best value procurement. All evaluation factors, other than cost or price, when combined, are equal to cost or price. Proposals will be evaluated based on the following factors: Prime Contractor Experience, Design Contractor Experience, Prime Contractor Past Performance, Design Contractor Past Performance and Technical Approach. Pric e is an evaluation factor. Pro Forma Information required is Utilization of Small, Small Disadvantaged, and Women-Owned Small Businesses, Bonding Information, and Financial Capabilities. This solicitation is set-aside for 8a contractors restricted to the Illinois District SBA Office. The NAICS Code for this procurement is 236220. Firms must have the assigned NAICS Code of 236220 approved for 8(a) participation. Approximate availability of the bid documents is February 15, 2008 and approximate closing dat e is March 18, 2008 at 4:00 p.m. local time.
