- Description
- The U.S. Department of Energy (DOE), Office of Nuclear Energy/Radioisotope Power systems (NE-34), is seeking qualified sources under GSA Professional Engineering Schedule (PES) (874-3) and (874-4) to provide support by assisting in the performance of quality, reliability, and operations analyses as well as technical activities associated with the design, procurement fabrication, assembly, testing and delivery of radioisotope heat sources and power systems. The performance of services by the contractor will be located in the Washington, DC metropolitan area and other locations as specified in the attached draft Statement of Work. This announcement is part of a market research and anticipated responses are sought to identify sources that have the comprehensive knowledge, skills, and capacity to meet the overall requirement for implementing such a diverse scope of work as described in the DRAFT Statement of Work contained herein as Attachment A. In addition, comments are requested on the DRAFT Statement of Work. Two Key personnel of the contractor???s employees will be required to have a Q clearance or equivalent at the time of task order award. A current Department of Defense (DOD) Top Secret or other clearance based upon a Single Scope Background Investigation (SSBI) is acceptable if the background investigation is less than 5 years old. The Government funding for this effort over the past years has averaged between $1.8 million to $1.9 million per year. The current incumbent is performing similar services, Westinghouse Safety Management Solutions (WSMS), location in Aiken, SC, under DOE Task Order Number DE-AT01-03NE23670. Interested sources that qualify under the above listed GSA Schedule are hereby invited to submit a capability statement of no more than twenty (20) pages to demonstrate their technical, managerial and business capability to provide the services required by the SOW. In addition, interested sources are invited to submit any comments, questions, or suggestions they may have with respect to the DRAFT Statement of Work, any proposed evaluation criteria, methods of reducing the costs of proposal preparation, or procurement process streamlining strategies. All feedback provided will be taken into consideration, however the agency reserves the right to not utilize the comments or any other information provided. All comments, questions, and suggestions should be submitted separate from the capability statement. THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL QUOTATION OR A PRESOLICITATION NOTICE. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of capability to perform the anticipated work. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. The DRAFT Statement of Work is available to download from this site, which is the official point of notification to the public. Sources responding to this market survey and DRAFT Statement of Work must submit their responses via e-mail to Juanita Ellis, (juanita.ellis@hq.doe.gov) the Contract Specialist no later than 4:00 P.M. This notice is NOT A REQUEST FOR QUOTATION and in no way obligates the Government to award any Task Order under the GSA PES Schedule. DOE will not be responsible for any costs incurred by responding to this Notice. NO SOLICITATION EXISTS AT THIS TIME. It is also the responsibility of the respondent to monitor this site for the release of any additional information, amendments to this notice, Request for Quotations (RFQ), or other related documents. **PLEASE BE ADVISED THAT ALL INFORMATION SUBMITTED WILL BE CONSIDERED procurement sensitive. Information which the Contractor considers Bid and Proposal Information or Proprietary Information pursuant to existing laws and regulations must be marked accordingly [see FAR 3.104-1 (3) & (4)]. Accordingly, attached is the Draft SOW for use in responding to this synopsis. These documents are available to download from this website, which is the official point of notification to the public. The Offerors are, also, requested to submit project client information for similar work, name of the project; brief description of the project; contract or project number; customer point of contact (name, address, and phone number) and the dollar value of the project. In addition, the Offerors should provide their Socio-economic status (large business, small business service-disabled/veteran-HUBZONE small business, small disadvantaged business; and/or woman-owned small business.
