- Description: See numbered note 26. NSN 2540-01-187-7034, Spring Seat Assembly being procured in accordance with drawing (19207) 12338191. A quantity of 1951 each is required to be delivered to Stockton CA, 95296-0130 and a quantity of 2000 is required to be delivered to New Cumberland PA, 17070-5002. The Governments required delivery schedule is that the total quantity be delivered within 90 days. This solicitation is a Small Business Set-Aside and all responsible offers will be considered. The solicitation will be on the internet at https:dibbs.dscc.dla.mil/ after the opening date of Feb 11, 2007. While price may a significant factor in the evaluation of the offers, the final award decision will be based on a combination of price, delivery, and past performance as described in the solicitation. A written quotation is required and is to be returned to the bid room at Defense Supply Center Columbus, P.O. Box 3990, Columbus Ohio 43218-3990, or can be faxed to 614-692-4275. In a final rule contained in the Federal Acquisition Circular 01-26 (Item 1, FAR Case 2002-24) published in the Federal Register on December 20, 2004, the Federal Acquisition Regulation was amended to require offerors to submit representations and certification electronically via the Business Partner Network. Offerors are encouraged to complete an Online Representations and Certification Application (ORCA) as soon as possible since this requirement is now appearing in solicitations. The ORCA can be found at http://orca.bpn.gov. Until ORCA is fully implemented continue to comply with all government instruction and requirements in solicitation and contract awards.
