- The Army Contracting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of the Office of the Provost Marshal General (OPMG), Antiterrorism (AT) Branch and the United States Army Military Police School (USAMPS) Doctrine Division intends to issue a solicitation for personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform specialized historical and current information research service in support of the development of the A rmy Antiterrorism Doctrine project being overseen by Training and Doctrine Command (TRADOC) and the OPMG AT Branch, as a small business set-aside. Contractor personnel will require a current Top Secret clearance. Interested small businesses that are cert ified and qualified as a small business concern in NAICS code 541611 with a size standard of $6.5 million will be considered for award. Under this requirement, the contractor shall conduct research and develop the Army Antiterrorism Doctrine under the titl e already provided which is Field Manual (FM) 3-07.2, Antiterrorism. A Firm-Fixed price type contract is contemplated. The period of performance is a base period of twelve months and one (1) option year. The place of performance will be HQDA DAPM-OPS-AT, ATTN: DAPM-OPS-AT Branch Office, 2800 Army Pentagon, Washington DC 20310-2800. Local and overseas travel will be required. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with the Central Contractor Regi stration (CCR) at http://www.ccr.gov. This will be an electronic solicitation release. Interested small businesses may download a copy of the solicitation at http://dccw.hqda.pentagon.mil/services/RFP1.asp, reference W91WAW-08-R-0003. No hard copies will b e mailed. A written Request for Proposals (RFP) will be posted on or about October 29, 2007 for download on the FedBizOpps website Title: Antiterrorism Doctrine Development Support. No offers are being requested at this time. No paper copies of the solici tation will be issued. All amendments to the solicitation will be posted to this FedBizOpps website. Contractors are cautioned to check this website for amendments. No solicitation mailing list will be complied. The contractor is responsible for all cos ts for producing and mailing their proposal.
