- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This announcement supersedes previous announcements under N00164-05-R-4876 for CNVD-SF. The Naval Surface Warfare Center, Crane Division requires a Clip-on Night Vision Device-Sensor Fusion (CNVD-SF). A five year indefinite-delivery indefinite-quantity contract is anticipated. Expected quantity is a minimum of 15 units and a maximum of 30,852 units. This acquisition will be conducted on a full and open competition basis using ?PERFORMANCE SPECIFICATION FOR THE CLIP ON NIGHT VISION DEVICE- SENSOR FUSION (CNVD-SF)? Version Date: 18 January 2008. Follow this link (Performance Specification) to view performance specification on NSWC Crane?s website. NSWC Crane will hold a public pre-solicitation conference for the CNVD-SF acquisition. The time/date for this pre-solicitation conference is 1:00-2:00 PM MST, Wednesday, 6 February 2008, (after the S.H.O.T. Show) in the Stratosphere Hotel and Casino at 2000 Las Vegas Blvd. South, Las Vegas, Nevada. Pre registration is not required. Discussions will be to convey status and schedule for this program and will include a question and answer segment. It is expected that the competitive solicitation will require offerors to submit paper proposals, followed by two product samples, technical, past performance, and price proposals. Award will be on a best value basis. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet @ www.ccr.gov. It should be noted that during the course of this acquisition program, the Government plans to utilize employees from Science Applications International Corporation (SAIC), Wexford Group International (WGI), Booz Allen Hamilton (BAH) and possibly other direct Government contractors as advisors to the Government participants. This sources sought announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement or incurred for participation in the pre-solicitation conference will NOT be reimbursed.
