Description
THIS IS NOT A REQUEST FOR PROPOSAL & NO MATERIAL WILL BE ISSUED AND NO SOLICITATION PACKAGE OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. Atlanta VA Medical Center (VAMC) is seeking a qualified Architect/Engineering (A/E) firm with specialty and/or experiences working with the VA health care facilities to provide a complete A/E design A/E shall be responsible to perform investigative work, prepare cost estimates, prepare the construction bid documents, perform construction period services, & conduct site visits to correct the plumbing deficiencies in Bldg C, at the VAMC, 1670 Clairmont Rd, Decatur, GA. The full design work will include (1) to replace all plumbing fixtures and associated isolation valves in hospital; (2) provide new domestic hot and cold water valves and piping in order to isolate each floor and various sections of hospital to improve maintenance ability; (3) provide new hot and cold water booster and recirculation pumps; (4) upgrade domestic hot water system in order to ensure all fixtures receive hot water quickly; and (5) replace hot water piping and isolation valves on third floor tower and undersized and deteriorated water and sanitary piping, valves, etc. throughout Bldg C. In addition, design shall include dust protection, interim life safety measures, patching & repair of ceilings, flooring, work phasing, sequencing in the design in order to minimize water service disruption to hospital during construction, provide design for asbestos abatement as required for demolition and new construction, including removal of piping with asbestos containing insulation, miscellaneous cutting, repair of walls, flooring, ceilings. A/E disciplines: General architectural, plumbing, civil, structural, mechanical, HVAC, and electrical as necessary. A/E shall use a recently completed piping deficiency study as a reference for design. This procurement is 100% set aside for service-disabled veteran-owned small business concern (SDVOSB). NAICS Code: 541310; SBA Size Standard: $4.5 million. All work shall comply with current VA Master Specifications and Standard Details. To be considered for an award, A/E must be must be registered in the Central Contractor Registration (CCR) database and certified in VetBiz database prior to award. A/E firms can obtain CCR information on registration and annual confirmation requirements by calling 1-888-227-2423, or 269-961-5757, or via the Internet at http://www.ccr.gov. & obtain VetBiz information via the Internet at http://www.vip.vetbiz.gov. A/E is also required to submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ A-E firms meeting requirements are required to submit 2 copies of: Standard Form (SF) 330, Architect-Engineer Qualifications, Parts I, II, and any requested supplemental data to the Contracting Officer NLT 3:00 PM (EST), 02/25/08. SF 330 forms can be obtained at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF. The A/E selection criteria shall include: 1) professional qualifications 2) specialized experience & technical competence of A-E firm w/similar type projects; 3) past performance on contracts with VA, other Government agencies, & hospitals; 4) geographical location of A-E firm; 5) experience & roles of key design personnel, specifically on related projects; 6) cost control & estimating effectiveness; 7) CAD capability; & 8) professional capacity of the firm to accomplish proposed work within scheduled timeframes. EST construction cost between $1 million & $2 million. Award is subject availability of funds. Notes 24 & 29 apply.
