Description
The Federal Aviation Administration (FAA) is conducting a Market Survey to identify possible sources and to determine level of competition to provide UHF and VHF antennas. These antennas are required to support the Radio Control, Air/Ground (RCAG) system. NSNs and estimated quantities are as follows: 5985-01-050-7521, estimated quantity base year 300, option one 315, option two 331, option three 347. option 4 365; 5985-01-050-7522, estimated quantity base year 700, option one 735, option two 772, option three 810. option four 851; 5985-01-050-7523, estimated quantity base year 100, option one 105, option two 110, option three 116. option four 122; 5985-01-050-7524, estimated quantity base year 350, option one 368, option two 386, option three 405. option four 425; 5985-01-050-7525, estimated quantity base year 100, option one 105, option two 110, option three 116. option four 122; 5985-01-053-5108, estimated quantity base year 100, option one 105, option two 110, option three 116. option four 122 and 5985-01-296-1904, estimated quantity base year 100, option one 105, option two 110, option three 116. option four 122. Antennas are to be solicited by brand name or equal with salient characteristics identified in the attachment to this market survey. The type of contract contemplated under this requirement is an Indefinite Delivery/Requirements type contact consisting of a one-year base period plus 4-one year options. All prices will be requested on a firm-fixed-price basis. Responses to this market survey will be used to develop the source list for this requirement and it will also be used to determine if there is adequate competition to set the requirement aside for Small Businesses, Service Disabled Veteran Owned Small Business, or the 8(a) program in lieu of opening the acquisition up for full and open competition. The NAICS Code for this requirement is 334290, Other Communication Equipment Manufacturing, with a Small Business Size Standard of 750 employees. Interested vendors should respond with the following: 1. Documentation that clearly demonstrates that the interested vendor is capable of fulfilling the requirement. (Contractor format) 2. Complete and return the attached Business Declaration Form. The form is provided as a separate document under this announcement. The FAA reserves the right to review and verify each offeror's program eligibility. The FAA prefers that all response submittals, including attachments, be submitted electronically to the following address: Phyllis.J.Townsley@faa.gov Responses should be submitted in a Microsoft Word (preferred); however, portable document format (i.e. .pdf file) is acceptable. The FAA will not respond to telephonic inquiries. Vendors must respond by 4:30 p.m. (CST), February 11, 2008. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these products or services. Responders to this announcement may be asked to provide additional details/information based on their initial response. The final determination by the FAA not to open this requirement to competition, based on any information provided, is solely within the discretion of the FAA. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts.
