Description
The National Institute of Neurological Disorders and Stroke (NINDS) has the stated mission to reduce the burden of neurological disease, a burden borne by every age group, by every segment of society, by people all over the world. Within this mission falls gene discovery. Gene discovery elucidates the cause of some diseases, and also, the underlying pathogenesis of related disorders. Genetic studies of neurological disorders are increasing in number and complexity. Such studies require a large and diverse sample and accompanying information base. The NINDS Human Genetics Repository, established in 2002 via contract with the Coriell Institute for Medical Research, receives, stores, and distributes DNA, Cell Lines, and accompanying clinical and genotypic data to the Neuroscience community. The resultant contract from this re-competition will build upon the existing infrastructure to support and encourage gene discovery, serving the mission of NINDS. The current collection consists of over 16,000 genetic samples. An additional 20,000 to 30,000 samples from unique individuals are expected to be collected under the new contract over a five year period. The Repository acts in a service capacity to facilitate the goals and specific scientific aims of NINDS grantees and other scientists studying neurological disorders. Ongoing collection, curation, and distribution will allow collection of a sample set that is large enough to discover common genetic risk factors for neurological disorders. It will also ensure that a standardized, useful dataset of demographic, other phenotypic, and genotypic data is shared via a project-specific website and other such resources such as the National Library of Medicine?s database of genotype and phenotype (DbGaP) in accordance with NIH policy on shared resources. Personnel with established expertise in DNA preparation, lymphoblast immortalization/cell line preparation, data management and database design, power analysis/statistical support for genetic studies, and biological materials receipt, storage and distribution will be needed to perform this project. It is anticipated that one award will be made for a period of five years in September 2008. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). THIS IS A PRE-SOLICITATION ANNOUNCEMENT ONLY. A REQUEST FOR PROPOSALS WILL BE ISSUED ON OR ABOUT JANUARY 24, 2008. The RFP will be made electronically only and will be available at http://www.fbo.gov (FedBizOpps website). Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. All responsible sources may submit a proposal which shall be considered by the agency (full and open competition). Refer to Numbered Note 26.
