- D-OMB Circular A-76: Department of Defense Public-Private Competition of the Engine Management Services performed by the Department of the Air Force, Air Mobility Command, located at the following installations: Dover AFB, DE; Dyess AFB, TX; Fairchild AFB, WA; Grand Forks AFB, ND; MacDill AFB, FL; McConnell AFB, KS; Pope AFB, NC; Robins AFB, GA; and Travis AFB. CA. Description: THIS IS NOT A SOLICITATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, this notice represents the formal public announcement and official start date of a public-private competition of the Engine Management Services performed at Dover AFB, DE; Dyess AFB, TX; Fairchild AFB, WA; Grand Forks AFB, ND; MacDill AFB, FL; McConnell AFB, KS; Pope AFB, NC; Robins AFB, GA; and Travis AFB. CA. The incumbent service providers affected by this public-private competition are approximately 40 DoD government personnel positions with 5 being civilians and 35 military. The Department of Defense Competitive Sourcing Official is Mr. Philip W. Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official for Air Force is Lieutenant General Roger A. Brady, Deputy Chief of Staff, Personnel. The date of this public announcement is the official start date for this public-private competition and the projected end date of the competition is 25 July 2007. The point of contact for questions regarding this public-private competition is Mr. Rickey Mabry, Contracting Officer, HQ AMC/A7KQD, commercial: (618) 256-9964; DSN: 576-9964, rickey.mabry@scott.af.mil. A streamlined competition will be conducted in accordance with the revised circular. The estimated contract cost will be based on market research and the agency cost estimate will be calculated in accordance with the circular using performance periods that will consist of a base year and four option years. Prospective service providers are advised that a solicitation (1) will not be issued if the estimated cost of contract performance is greater than the estimated cost of agency performance, or (2) will be issued if the estimated cost of agency performance is greater than the estimated cost of contract performance. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (25-APR-2007).
