Description
The Air Combat Electronics Group (PMA-209) of the Naval Air Systems Command (NAVAIRSYSCOM), located at the Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland intends to issue an order under a Basic Ordering Agreement (BOA), N00421-06-G-0006, with Rockwell Collins, Government Services, 350 Collins Road, Cedar Rapids, Iowa, 52498. This BOA order will be negotiated on a Sole Source basis with Rockwell Collins, Government Services, in accordance with FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Rockwell Collins is the original software and hardware designer, developer and sole manufacturer of the CDU-based Common Cockpit System currently installed in the CH-53E & MH-53E aircraft. The system currently installed in the CH-53E & MH-53E aircraft is the CDNU-800. The system that will be replacing the CDNU-800 is also a Rockwell Collins system, the CDU-7000. This order is a continuation of the effort procured under BOA, N00421-05-G-0003 Delivery Order 2. Delivery order 2 completed the Preliminary Design Review phase of the CCS architecture for the CH-53E/MH-53E aircraft, leveraging from previous CDU-7000 development efforts, including Army and Navy CAAS integrations and Flight2 CDU-7000 integrations. This new task order will continue the technical review for the CH-53E & MH-53E aircraft starting at the Critical Design phase and continuing through test and evaluation. Extensive software reuse from existing CDNU-7000 CNS/ATM systems is expected to contribute to the success of these efforts. The services and supplies to be procured from the contractor include the engineering and logistics services necessary to continue integration of CDU-based CCS hardware and software to include Critical Design, software code, test, and documentation with existing platform architectures to meet CNS/ATM, Mode 5, and legacy platform requirements for the CH-53E & MH-53E CNS/ATM Program. This effort shall also include the capability to control, display and communicate with the Blue Force Tracker (BFT) capability interfacing with the Force XXI Battle Command Brigade and Below (FBCB2) system, a moving map and limited visibility hover/landing capability. Also includes supporting U.S. Navy Common Cockpit System Systems Management Activity (CCS SMA) in requirements studies, requirements definition, cost-benefit analysis and budgetary planning, Systems Engineering Technical Reviews, as well as configuration control activities and maintenance and distribution services.
