- Naval Undersea Warfare Center, Division Keyport intends to issue a solicitation for the following non-commercial supply: MK 54 Fuel Shut-Off Valve, in accordance with Drawing 2526651 and all associated drawings. This requirement is for CLIN 0001: 12 First Articles, CLIN 0002: Base Year Production Units, CLIN 0003: Shipping Container Certification, CLIN 0004: Inspection System Plan, CLIN 0005: Option Year 1 Production Units, CLIN 0006: Option Year 2 Production Units, CLIN 0007: Option Year 3 Production Units, CLIN 0008: Option Year 4 Production Units. CLIN?s 0002, and 0005 through 0008 will have maximum order quantities of 350 and stepladder pricing at 150 to 250, and 251 to 350. The evaluation factors will be Technical Capability/Management is moderately more important than Past Performance, and when combined Technical Capability/Management and Past Performance are significantly more important than Price. The solicitation number for this requirement when issued will be N00253-08-R-0011. It is anticipated that the resultant contract will be firm-fixed price and will include a base plus four option years. This procurement will be for full and open competition. The applicable NAICS code for this requirement is 325920 and the procurement will be a 100% small business set aside and has a size standard of 750 employees. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. Drawings Referenced in this Solicitation are restricted by the Arms Export Control Act and are ONLY available to vendor?s/contractor?s appointed data custodian that are registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/ or by phone at 888 352-9333. Restricted Drawings and Technical Information are only available by accessing a secure website known as Federal Technical Data Solutions (FedTeDS) at https://www.fedteds. gov/fedteds/start.nsf/frm.VendorLogin?OpenForm&SolicitationNumber=N002 5308R0011. FedTeDS is designed to safeguard sensitive, but unclassified (SBU) acquisition information and is fully integrated with other electronic government initiatives such as NECO and the Central Contractor Registration (CCR) database. To obtain information from FedTeDS, vendor/contractor must be Central Contractor Registered (CCR), have a Marketing Partner Identification Number (MPIN) and be FedTeDS registered. Registration instructions can be found on the FedTeDS website, (https://www.fedteds.gov) by clicking on the "Register with FedTeDS" hyperlink then select the option ?Begin Vendor/Contractor Registration Process?. It is anticipated that the solicitation will be available for download on or around 11 February 2008. The closing date of the solicitation will be 13 March 2008, unless a later date is specified in the solicitation. The RFP will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for do wnload at http://www.fedbizopps.gov/. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same.
