- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. The Government intends to award a fixed price indefinite delivery indefinite quantity contract with a five year ordering period for the following items. The initial order will be for a Multi Spectral Stimulator (MSS) system consisting of a Fixed RF Stimulation Subsystem, a portable RF Stimulation Subsystem, an IR Simulation Subsystem, a Synchronization and Control Subsystem, and a Signal Measurement Subsystem. Inspection/acceptance shall be at destination by NSWC Crane personnel. Transportation shall be FOB destination Crane, IN. The required delivery date for the MSS system shall be 18 months from date of award. The Government also intends to procure engineering support services, maintenance and repair support, and possible system upgrades on future orders during the course of the contract. This procurement is not for commercial items and FAR Part 12 procedures will not be used. See note 26. The applicable NAICS Classification is 334516 and the size standard is 750. The Navy intends to solicit and negotiate this contract on a full and open competition basis. The solicitation will be issued on or about 15 February 2008 and will close on or about 17 March 2008.
