- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. The Department of the Navy has a requirement for systems engineering and technical support for the Missile Defense Ground-based Midcourse Defense Program. The support required involves the purpose of life accelerated environmental testing, parametric testing critical for the identification of current failure mechanisms, analysis of root cause failures, potential refinements or upgrades, mitigations of risk, sustainment, storage, and service life involving unique items of the currently deployed GMD System. In accordance with FAR 6.302-1, this requirement will be negotiated on a sole-source basis with Raytheon Company 1151 East Hermans Road, Building 807/H7, Tucson, AZ 85706-9367. It is anticipated that this action will result in a Cost Plus Fixed Fee type contract. See Note 22.
