Description
Prospective offerors desiring to conduct business with DOI, download a copy of the solicitation, and wishing to receive electronic notification of changes are required to register their company with the National Business Center (NBC) web site, at http://ideasec.nbc.gov. Be prepared with your company's DUNS number, available from Dun and Bradstreet at 1-888-546-0024, and your Federal Tax Identification Number (TIN). This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the website (http://ideasec.nbc.gov) for all information relevant to this solicitation. Therefore, it is the offeror's responsibility to periodically check the website for any amendments to the solicitation. No other notifications will be sent. Paper copies of this solicitation will not be made available and telephone requests or fax requests for this solicitation will not be accepted. In addition to registering at the NBC website offers are required to register with the Central Contractors Register (CCR) on the internet at http://www.ccr.gov, and shall be required to input annual representations and certifications at https://orca.bpn.gov. This is a best value procurement, award will be made based on price, and price related factors. The Government will not accept an offer for award based on superior capability without concern for the price of the offer. Offerors are advised an award may be made without discussion or any contact concerning the proposals received. Therefore, proposals should be submitted initially on the most favorable terms from price, schedule, and technical standpoint. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. Non-Price factors are approximately equal to cost or price. Factors include, but may not be limited to: proficiency in estimating using the R.S. Means, demonstrated abilities in the work required, and past performance. Details related to the source selection process will be posted within the solicitation in Sections L & M contained in the attachment titled Terms and Conditions (clauses) attached to the solicitation. Construction Magnitude: Up to 15 separate awards for different geographical areas within Arizona and the area in southeastern Utah where the Glen Canyon National Recreation Area extends into Utah may be awarded from this single solicitation. Offerors may be awarded more than one location on a single contract. The maximum magnitude of these awards will generally be from $1,000,000 to $5,000,000 over a period of five years. The magnitude of the awards for the north and south rim of the Grand Canyon is estimated to be $5,000,000 to $10,000,000 over a five year period. Description: Projects will be in support of real property maintenance, repair, alteration, and new construction. This will include repair of roads and trails as well as a variety of other park structures. The work required to be performed by the Contractor consists of, but is not limited to, a broad range of maintenance, repair, and construction work on real property at various sites. The work may include tasks in a variety of trades covered by any of the R.S. Means books and may require some design and engineering services incidental to the construction work. All work shall be in conformance with the requirements of the contract including, but not limited to, furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management, and other services, items, and incidentals necessary for the successful completion of the contract and task orders. These awards are set-aside for small business concerns in accordance with FAR 6.203. Offerors responding to the solicitation will also be required to perform the task orders with a minimum of 50 percent of the labor required by the task order, as direct hires; no more than 50 percent of the labor required may be subcontracted. Solicitation Issue Date: Approximately 22 February 2008. The documents associated with this solicitation are referenced in Section J of the solicitation. Any inquiry not submitted in writing will not receive a response. All inquiries must be submitted at least 10 days before proposals are due.
