Description
REQUEST FOR INFORMATION (RFI) - Next Generation Combat Helmet: This notice constitutes a Request for Information/Comment only, THIS IS NOT A SOLICITATION; no award will be made for this effort at this time. The United States Army Product Manager So lider Survivability and United States Marine Corps Program Manager Infantry Combat Equipment (PM-ICE) are requesting information regarding combat helmets to potentially replace the currently fielded USA Advanced Combat Helmet (ACH) and/or USMC Lightweight Helmet (LWH). OBJECTIVE: To investigate the current capability of the personal protective equipment industry to address the following three (3) ballistic performance requirements: Req. I: A more robust shell than current ACH/LWH that provide s small arms protection and an increase to current ACH/LWH performance specifications for fragmentation. Req. II: A lighter ballistic shell than the current ACH/LWH (based on aerial density) that provides fragmentation and hand gun (9mm) protection equ al to the current ACH/LWH performance specifications. Req. III: A ballistic shell with the same areal density same weight as the current ACH/LWH shell which provides an increase to current ACH/LWH performance specifications for fragmentation and hand g un (9mm) protection. DESCRIPTION: The intent of this RFI is to find helmet/material systems. A respondent may provide samples in addition to the information for each system that address one, two or all of the performance requirements. Submitted s ystems may consist of but are not limited to the same edge cut, geometry and profile as the currently fielded ACH/LWH. Test data shall be provided with each submitted system and generated by an independent, third party test laboratory. Information to be included with each system: " Technical specifications, to include material composition and lay-up. " Shell weights (areal densities) and thicknesses. " Ballistic performance to include fragmentation protection V50s for the 2 grain, 4 gra in, 16 grain and 64 grain, Right Circular Cylinder (RCC) and the 17 grain Fragment Simulating Projectile (FSP) tested in accordance with current ACH/LWH performance specifications. " Ballistic performance to include hand gun 9mm V50 and V0 and associate d backface deformations tested in accordance with current ACH/LWH performance specifications; small arms (for example, 7.62x39mm MSC, 7.62x51mm M80 Ball, etc.) V50s and V0s and associated backface deformations. Ballistic test data must include the type of projectiles used to generate test data. All interested firms, regardless of size, are encouraged to respond to this RFI by submitting product literature, technical specifications, pertinent test data, cost, material safety data sheets (if applicabl e), product availability, and comments on ballistic performance. Responders are encouraged to provide an initial response NLT 29 February 2008. Proprietary information will not be disclosed outside the US Government. The Government will not pay for info rmation and materials received in response to this RFI and is in no way obligated by the information received. Inclusion in this RFI or the resulting database does not constitute Government approval for any product.
