- On behalf of the U.S. Army Research Institute and in accordance with FAR subpart 6.3, the Defense Contracting Command-Washington intends to award a purchase order (under the simplified acquisition threshold) on a sole source basis to Elsevier Science , Inc to provide access to electronic content (e-content) of 16 journals published by Elsevier Science, Inc. E-content shall be via Elseviers ScenceDirect web-based internet platform. There is NO solicitation document. This notice is not a request for quotes. Interested firms may send a capabilities statement to the attention of LaWanda Stewart, DCC-W, 5200 Army Pentagon, Room 1C256, Delta Team, Washington, DC 20310-5200. Capability statements must be received by this office within 10 days from publi cation of this notice.
