NOTICE OF CONTRACT ACTION (NCOA) - Air Force Subscale Aerial Targets (AFSAT) ? BQM-167A Operations at Alternate Department of Defense (DoD) Test Ranges - The Air Armament Center, 308th Armament Systems Wing, 691st Armament Systems Squadron, Contracts Office, Eglin AFB FL is planning to award a sole source modification to an existing contract (FA8675-07-C-0280) with Composite Engineering Inc. (CEi), located at 5381 Raley Blvd, Sacramento, CA 92632 for the contractor to make required target system changes for operation of the BQM-167A subscale aerial target at alternate DoD test ranges. The BQM-167A is currently operational only on the Gulf Range. This effort shall include the contractor performing the following activities: (a) perform a study to evaluate the effects of operating the BQM-167A on alternate DoD test ranges to include the effects of different elevations and environment at the launch site on engine and RATO performance, determine the impact on system operation, and implement any required changes to airborne software and/or procedures; (b) build and install a launch capability at alternate DoD test range locations; (c) in coordination with the Government develop BQM-167A Modified Airworthiness Certification Criteria (MAAC) for safe operation at alternate DoD test range locations and perform tests and/or analysis to verify compliance with the MACC; (d) support activities to obtain environmental and range safety approvals for operations of the BQM-167A target at alternate DoD test ranges; (e) establish ground and flight test plan to provide the data required to verify safe operation of the BQM-167A at alternate DoD test ranges, conduct those tests, and evaluate and report results, (f) provide on-site engineering support on a as needed bases at the alternate DoD test ranges. The 53rd Weapons Evaluation Group (WEG) will be launching BQM-167A targets for testing and evaluating air-to-air weapon systems and for evaluation/training exercises such as COMBAT ARCHER at alternate DoD test ranges. The Government does not own a technical data package and/or software data rights for the BQM-167A target system and its peculiar support equipment and therefore cannot provide this data to interested parties. The government anticipates conducting a flight demonstration of the BQM-167A at the alternate DoD test ranges by September 2008. CEi is the only source able to meet performance and schedule requirements.
