- Description
- The VA Eastern Colorado Healthcare System (ECHS) Medical Center, located at 1055 Clermont Street, Denver, Colorado is soliciting offers from experienced qualified Service Disabled Veteran Owned Small Business concerns to provide all necessary labor, materials, tools, equipment and services to renovate 17 existing restrooms located in Buildings 1, 6, and 24 by Project No. 554-08-102. Project work includes: general construction, demolition and removal of existing walls and flooring, removal of existing restroom fixtures, construction of new walls and finishes, alterations, installation of new restroom fixtures, installation of new exhaust equipment and ductwork, plumbing, electrical, architectural, infection control measures and other related work as required by the solicitation, drawings and specifications. The estimated construction range is between $500,000 and $1,000,000. The VA is issuing this Request for Proposal in accordance with FAR Part 15 where technical capabilities and past performance are of greater and/or equal importance than cost and/or price. Selection criteria, in descending order of importance, include: (1) Construction Management experience of both corporate and project specific personnel assigned to the work site including technical and management approach, (a) specifically with mechanical systems with an emphasis on restroom renovation projects; (b) work in a medical center environment and/or research environment; (c) work in occupied spaces and previous experience with construction phasing; (d) Safety and Infection Control experience; and (e) current and future project work load and availability of personnel to properly man and complete the project within the contractual completion date. (2) Past Performance, with subfactors (a) past performance on same and/or similar projects specifically with Federal/State Governments and/or VA facilities and (b) Client Satisfaction; (3) Cost and/or Price realism relative to the scope and technical nature of the effort involved; and (4) Scheduling, CPM and phasing. In accordance with P.L. 109-461, this acquisition is restricted to Small Business Concerns Owned and Controlled by Service Disabled Veterans (SDVOSB) concerns. NAICS Code 238390, Other Building Finishing Contractors, is applicable to this acquisition with a Business Size Standard of $13.0 million. Solicitation documents will be available electronically on or about Wednesday, February 27, 2008 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. A site visit and pre-proposal conference is scheduled for Tuesday, March 11, 2008, 10:00 a.m. (Mountain Time), at the VA ECHS Medical Center, 1055 Clermont Street, Building C, Room 207, Denver, Colorado 80220. Prospective offerors are encouraged to attend this site visit to familiarize themselves with the project, project site and conditions which may effect your cost proposal. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing, in regards to the solicitation documents prior to the scheduled site visit. Solicitation number VA-259-08-RP-0073 has been assigned and should be referenced on all correspondence regarding this announcement and solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract.
