Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Center for Coastal Environmental Health and Biomolecular Research (CCEHBR), Charleston, South Carolina, is issuing an intent to negotiate a sole source procurement with Applied Biosystems, in support of the existing Applied Biosystems QTRAP Mass Spectrometer System (hereafter called instrument) maintenance, software, and technical support. This instrument is used for chemical discovery and development, metabolite identification, proteomic applications, and biomarker validation. The instrument enables high-sensitivity full-scan MS, MS/MS, and MS3 with high-selectivity from true triple quadrupole precursor ion (PI) and neutral loss (NL) scans, performs multiple reaction monitoring (MRM) for quantitation using high-sensitivity triple quadrupole, to identify, characterize, and quantitate analytes more quickly and easily often in a single LC/MS/MS run. The requirement for continued calibration of instrument, technical and software maintenance is necessary for daily analyses of marine toxin analyses in support of the Center?s environmental research and development program. This requirement is expected to provide for one twelve-month base period, and four twelve-month option periods. The continuity of this software and instrument maintenance support is imperative to CCEHBR?s continued essential research and development of diagnostic tools to measure coastal ecosystem health. Applied Biosystems is the only know source capable of providing the required services. The Applied Biosystems? software and instruments are 100% compatible and will work with the existing system. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 334516. The size standard is not to exceed 500 employees. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR clauses 1352.239-73 Security Requirements for Information Technology Resources (Dec 2006) will apply. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by January 31, 2008. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 22 applies.
