Description
The US Army, Joint Munitions and Lethality Life Cycle Command (JM&L LCMC), Picatinny, NJ, anticipates issuing a Request for Proposal (RFP) for the production of the Shock Attenuating Lifting Plugs for the 155mm, High Explosive (HE), M795 Projectiles. The RFP will be for one production year with options for an additional four production years, totaling production possibilities of up to five years. The 155mm, HE, M795 Projectiles is comprised of three components: the Metal Parts, the Wooden Pallets, and the Lifting Plugs. The Shock Attenuating Lifting Plug is installed for transportation and handling purposes in the 155mm, HE, M795. Before firing, the plug is removed and a detonating fuse is installed in the nose of the projectile. The lifting plug acts as a shock absorber in the critical nose area of the projectile where high stress may occur. The plug has the design capability of bending under low stresses and breaking if the stresses become too high. Under high stress, the lifting plug will shear in a way that will prevent the fuse from being installed. The Shock Attenuating Lifting Plug renders the projectile safe and unusable if it is inadvertently subjected to a drop on its nose that exceeds design limits. The Lifting Plugs are to be made from malleable iron casting (i.e. ASTM A47 or ASTM A602), with a 2.000-12 UNS thread, a flange diameter of approximately 3.80 inches and an outer loop diameter of approximately 1.80 inches. It is anticipated that there will be delivery requirements of up to 150,000 Plugs during the base year (12,500 Plugs per month), with potential option quantities of up to an additional 400,000 Lifting Plugs over the four option years. This includes machining equipment, metal finishing facilities, and packaging equipment. This production volume will also necessitate the use of dedicated gaging equipment. The Request for Proposal which will address a requirement to produce these Shock Attenuating Lifting Plugs, will be posted on or about 14 December 2007. The point of contact for this requirement is Christina Nigro, AMSML-AQ-AC, Bldg. 9, Picatinny Arsenal, NJ 07806-5000. Email: Christina.Nigro@us.army.mil. Numbered Notes 1 and 8 apply to this acquisition. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (28-NOV-2007).
