Description
LIFE SAFETY UPGRADES AT THE JAMES A. BYNRE COURTHOUSE, 600 ARCH STREET, PHILADELPHIA, PA. The NAICS code applicable to this project is 236220 (Commercial and Institutional Building Construction). The Project Number is RPA-19701 and the Solicitation Number is GS-03P-07-AZ-C-0045. The General Services Administration (GSA) is soliciting proposals for the Life safety Upgrades/Fire Alarm System. The building?s existing fire protection systems include an automatic sprinkler suppression system and fire alarm systems for the entire building. The original fire alarm system was installed around 1974, and the central part of the system was upgrades to FS90 control system in 1990. The fire alarm system is supervised by a Honeywell Deltanet control panel located in the first floor emergency control center. There are Date Gathering Panels on the 5th, 12th and 18th floors. The existing system includes speakers, strobes manual pull stations, duct detectors, low air pressure indication on the dry pipe systems, fire pump status, sprinkler flow and tamper indication. There is a dry chemical system located on the 3rd floor. Smoke detectors associated with elevator recall and shunt power are connected to FCI fire alarm control panel which are connected to the Honeywell panel. The basement level contains a parking garage, maintenance shops, mechanical space and storage space. The fire alarm devices within the basement, sub-basement and parking garage are covered by the Green Building fire alarm system. The tamper switches associated with the standpipe risers and the smoke and heat detection for the elevator system are covered under the existing Byrne Building fire alarm system. The fire alarm system protecting the tunnel is a DeltaNet FS90. The estimated cost of this project is between $1,000,000 and $5,000,000. The contract will be acquired using Source Selection procedures as identified in FAR 15.3, with a firm fixed price award to the offeror who provides the best value to the Government. This solicitation is being procured on an unrestricted basis. Offerors will be evaluated based on technical merit and price proposals. The Government reserves the right to make an award without discussions. For this procurement, technical evaluation factors are more important than price. The technical evaluation factors for the evaluation process are in descending order of importance: 1. Past Performance on Similar Projects, 2. Technical and Organizational Approach, 3. Key Personnel Qualifications/Staffing Plan, and 4. Extent of Participation of Small Disadvantaged Business (SDB) Concerns. Copies of the solicitation (RFP) with drawings will be available on or about July 16, 2007. Offers MUST be registered in the Contractor?s Central Registration (CCR) database in order to participate in this procurement. The website for CCR is (http://www.ccr.gov). Security procedures are being enacted to reduce the risk that sensitive unclassified material will be used for dangerous or illegal purposes. Therefore, only authorized users will be issued a copy of the specification and drawings, and these documents cannot be copied once obtained. The following procedures must be adhered to by all authorized users. Offerors (both General Contractors and Subcontractor) who want a copy of the solicitation package must complete the attached DOCUMENT SECURITY, NOTICE TO PROSPECTIVE BIDDERS/OFFEROS. This document must be submitted with a copy of the firm?s business license or other documentation granted by the state or local jurisdiction to conduct business. This document shall indicate the name, address, phone number of the company, state of corporation, and the name of the individual legally authorized to act for the company. The business must be the type required to do the work. A general contractor?s license may be submitted for the business license in states that issue such licenses. In the rare case where the business license is not available form the jurisdiction, the information shall be provided and testified to by the submitter. A valid DUNS Number and IRS Tax ID Number are required on the Document Security Form. The form must be signed and dated to show agreement with the conditions set forth in the document. Offerors can fax the completed form to Ms. Sharyn Beasley so she can begin the review process, but the solicitation package cannot be released until the receipt of a correctly completed original from, Ms. Potok will mail one set of the specifications and drawings in CD format to the prospective offeror. Upon award of the contract resulting from this solicitation, the unsuccessful offerors must destroy the specifications and drawings. Copies of the specifications and drawings will be available on or about July 16, 2007.
