- Description
- NASA/MSFC has a requirement for the assembly and testing of a helium spin start (HeSS) rig and supporting data and documentation of test results for the RS-68B engine program. The test rig will consist of the helium spin start line, a modified gas generator, the downstream orifices and ducts, and the oxidizer and fuel turbine nozzles. The contractor shall provide the necessary management, labor materials, tooling and equipment, facilities, and engineering support for the assembly, verification, and test of the HeSS test rig. In order to minimize formal reporting requirements on the contractor, MSFC will rely heavily on teleconferences and informal technical interchange meetings to monitor assembly, installation and test series progress. NASA/MSFC intends to purchase the items from Pratt & Whitney Rocektdyne, Inc. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 1, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
