- Description
- This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis with Dataline, Inc., 2551 Eltham Avenue, Suite K, Norfolk, VA 23513-2505. In accordance with FAR 6.302-1, Dataline, Inc., is the only known source capable of satisfying the Government's minimum requirement The contract type is anticipated to be a Firm Fixed Price type contract in accordance with FAR Part 15. The Contract Line Item Numbers and descriptions are: CLIN 0001 - Services, Travel, and Material to support Communication Modernization effort. The contractor shall provide services and supplies to Naval Air Warfare Center Aircraft Division, St. Inigoes, MD to support the installation, testing/troubleshooting, and training of the Technical Control Facility (TCF) at Camp Lemonier, Djibouti. The Government is responsible to field an install team by mid March 2008. Due to time constraints, the Government requires a company with Subject Matter Experts (SME's) who possess the required knowledge to install the system and troubleshoot any component problems encountered during testing. The TCF is a complex system of individual communications components requiring SME's with prior experience on all equipment used in this system. Dataline has already performed six of these installations with one being at the requested site. Dataline has also provided system level training to the users after their previous installations. Dataline also possesses SME's who also have previous military experience that enables them to obtain support in areas where it is not readily available. Due to the Government's requirement to maintain operational status, mission readiness, and time constraints, existing knowledge of the TCF system, individual components, and the layout and operations at Camp Lemonier, Djibouti are MANDATORY. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 31 January 2008, 1500EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
