Description
The US Geological Survey intends to negotiate on a sole source basis with Beacon Communications LLC, 4242 Delaware St., Denver, CO 80231-3230 to provide maintenance repair services for Government owned Hirsch Alarm System. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) FAR Subpart 13. The proposed action is for services for which the Government believes that there is only one responsible source and no other supplies will satisfy the agency's requirement. The following Justification for Other than Full and Open Competition has been prepared in support of this acquisition: 1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey (USGS) plans to contract by means other than full and open competition as allowed under the Competition in Contracting Act of 1984. 2. Nature of Action Being Approved. This request is for approval to contract for services and hardware relating to upgrading the current Hirsch Electronics alarm system. 3. Description of Supplies and Services. The Hirsch Alarm system is the first defense supporting the security requirements for the Special Applications Facility (SAF) located in Building 810 on the Denver Federal Center (DFC). Due to restructuring, aging sensors, and support to other agencies, the alarm system requires modification to meet the national security requirements of the SAF. 4. Rationale Supporting Use of Citation in No. 5 Above. The USGS provides the capabilities for exploitation of unclassified and classified data in support of various federal agency programs. This support of USGS and other agency activities is coordinated through the Geography Program. The SAF is a facility designed to meet all applications within the National Civil Applications Program (NCAP). Because of the regimented data protection requirements, this security system has been identified to be able to meet all policy and DCID requirements. Hirsch Electronics works through specific contractors located in specific geographic areas. In the Denver area, Beacon is the local company. Beacon did the initial/original installation of the Hirsch system and has since been the primary Hirsch representative to upgrade and repair the Hirsch system to its present state. Beacon understands the configuration of the system and will be able to efficiently modify and install changes meeting our security requirements during the effort. There are no other available entities to perform this requirement. 5. Other Sources Considered. Other sources are not considered due to the specific operation of the system and its connectivity to the campus DHS FPS interface. 6. Future Plans to Permit Competition. The USGS utilizes competition whenever applicable. However, the security requirements to protect data in an unclassified or classified environment, presents obstacles to competition that are unavoidable in this instance. Firms that believe they can provide the required services described above are encouraged to identify themselves and give written notification to the Purchasing Agent. Those firms believing they can provide similar services must provide supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The Government will consider all responses received within 10 days of the date of publication of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by e-mail at ldhayes@usgs.gov. Responses should include the firm's Dun and Bradstreet number (DUNS). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for North America Industrial Classification System (NAICS) Code 334290 which is 750 Employees.
