- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-21. This solicitation is a total small business set-aside, NAICS 562991, with a small business size standard of $6.5 million dollars. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for all work as shown. Gateway National Recreation Area has a requirement for service to clean and pump eleven (11) National Park Service owned Portajohns and cleaning and pumping four (4) vault toilets. Documents to be included in proposal; Detailed item description, detailed specifications and options. Three (3) References of similar services performed in last three years. In addition, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed on-line at www://orca.bpn.gov. FAR provisions/clauses listed below apply. FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, with paragraph (b) clauses indicated by number 1, 14, 15, 16, 17, 18, 19, 20, 22, 30, and 31 (if payment by MasterCard is acceptable to the contractor). The deadline for receipt of quotes is January 25, 2008, at 4:30 pm. Quotes may be submitted on letterhead or the Standard Form 1449, and must include, at a minimum, unit price for each item, extended price, item description as detailed above, three past performance references within the past three years, prompt payment and warranty terms, whether you will accept payment by MasterCard, name, phone number, and address of your point of contact. Overall contract Period of Performance February 4, 2008 - September 30, 2008. a) Service eleven (11) toilets (comprised of handicap and regular units) identified under Toilet Locations below, as follows: >From February4, 2008 until March 31, 2008: One (1) time(s) per week, on Monday of each week. >From April 2, 2008 - September 29, 2008: Three (3) times per week, on Monday, Wednesday and Friday of each week. First service starting Monday, February4, 2008. For the purposes of this item of work, "Service" shall be defined as follows: CONTRACTOR SHALL PUMP/CLEAN PORTABLE TOILETS AND SUPPLY WITH TOILET DEODORANT. ALL REFUSE IS TO BE DISPOSED OF BY CONTRACTOR FROM SITE. SERVICING OF TOILETS IS TO BE COMPLETED BY 3:30 PM ON DESIGNATED DAYS. REGULAR AND HANDICAP TOILET LOCATIONS: GREAT KILLS PARK, Staten Island, NY: Handicap (2), Regular (4) = 6 Units MILLER FIELD, Staten Island, NY: Handicap Units (2), Regular Unit (1) = 3 units FT. WADSWORTH, Staten Island, NY: Picnic Area (1), Battery Weed (1) = 2 Handicap Units b) Service Four (4) vault toilets, once every other month starting in Februar 2008, and during April 2008, June 2008, August 2008 VAULT TOILET LOCATIONS: GREAT KILL PARK, STATEN ISLAND, NY- 2 single vault units with 1000 gallon capacity and 1 double vault unit with 2000 gallon capacity. MILLER FIELD, STATEN ISLAND, NY- 1 double vault unit with a 2000 gallon capacity. For the purposes of this item of work, "Service" shall be defined as follows: AFTER PUMPING/CLEANING, ALL UNITS WILL BE TREATED WITH CCL LIVE BACTERIA CULTURE AND TOILET DEODORANT. SERVICING MUST BE COMPLETED BY 3:30 PM ON DESIGNATED DATES. ALL REFUSE MUST BE DISPOSED OF BY CONTRACTOR FROM SITE.
