Description
This is a request for information only (sources sought). The intent is to identify potential small business offerors capable of providing the services of one full-time Biomedical Investigative Assistant for the Dept. of Clinical Investigation at Trip ler Army Medical Center, Hawaii. The contract term, if awarded, will be a six-month base period plus four (4) one-year options. The base period of performance will commence 01 April 2008 through 30 September 2008. The NAICS code for this proposed procure ment is 561110 and the annual size standard is $6.5 Million. The performance work statement for this position is as follows: The contractor shall execute analysis to fulfill requirements of fluid and electrolyte balance testing done by the Pharmacology Section, Department of Clinical Investigation. The contractor shall assess renal function and receptor regulation, conduct neurohypophyseal function experiments, and data analyses to assure the meeting of grant objectives and deadlines. All other specifi c tasks remain as described. The contractor shall meet with the Chief of Pharmacology weekly to report new findings, and identify potential development of methodological advances in receptor biology and molecular biology. The contractor shal l write manuscripts and present data as required at local and national investigative forums. The contractor shall assist Pharmacology Section with writing grant reports and new grant applications to private and public organizations for biomedical investig ations. The contractor shall comply with applicable Tripler Army Medical Center written polices, procedures, and Army Regulations, comply with applicable JCAHO standards, and comply with installation rules and regulations concerning fire, safety, s anitation, security and possession of firearms or other lethal weapons. The contractor shall assist the Department of Clinical Investigation Staff with data analyses and interpretation, lectures on statistics and epidemiology, assist with education of GME trainees and TAMC staff, and tracking and maintaining equipment and supplies for specific studies. Contractor shall make modifications to existing Pharmacology standard operating procedures as needed to keep laboratory procedures current an d at the forefront of technology. Special Qualifications. The contractor shall have a Doctorate in a basic biomedical field (to include, but not limited to pharmacology, epidemiology, physiology) or Doctoral candidate in pharmacology/physiology wit h demonstrated experience in laboratory procedures. The contractor shall have demonstrated experience in fluid and electrolyte pharmacology/physiology. The contractor shall read, write, speak, and understand the English language fluently. Contractor wil l provide for travel by the contractor to attend one scientific meeting for presentation of findings. The contractor shall have at least 5 years of postdoctoral experience in the field of neurohypophyseal or hypothalamic function. The contractor should b e able to demonstrate an active current tract record in physiology with a minimum of 4 first-authored peer-reviewed publications over the last 5 years. The contractor should have experience with managing extramural funding via a competitive grant. The co ntractor should have demonstrated experience with oral presentations at national scientific conferences. Contractor Responsibilities. The Contractor shall without additional expense to the Government be responsible for obtaining the required insura nce, licenses, permits, and comply with all applicable Federal, Stare, Municipal and Local laws, codes and regulations in connection with the performance for the type of services required under this contract. The contractor is responsible for any damages t o government-owned equipment and property and shall replace or repair any property damages caused by its agent or representative. Such replacement, repair and l abor shal1 be at contractor's expense. Schedule. The Contractor shall perform services at Tripler Army Medical Center during flexible hours Sunday thru Saturday, excluding Federal Holidays. Approximately 40 hours per week of laboratory services wi ll normally be expected as needed between the hours of 0630 to 2000. At the beginning and ending of each day, and before and after services have been performed, the contractor shall be required to sign-in the time of arrival and sign-out the time of depart ure on a log sheet to be maintained in the Pharmacology Section of the Department of Clinical Investigation. Arrangement for a flexible work schedule shall be coordinated in advance by mutual agreement between the contractor and Contracting Officer's Rep resentative COR.
