- The United States Army CECOM Life Cycle Management Command (CECOM LCMC) intends to issue a five (5) year, Firm Fixed Price and Time and Matericals, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for terminal equipment and associated services for the AN/GSC-52 Modernization Program. The AN/GSC-52 Modernization Program upgrades the AN/GSC-52 Strategic Satellite Communications (SATCOM) terminals, which have been functioning as an integral part of the Defense Satellite Communications System (DSC S). Specifically, the Government requires (a) DSCS Earth Terminal communications equipment, (b) L-band hardware and components, (c) terminal and antenna spare parts, (d) engineering services, (e) depot support, (f) maintenance support and (h) installation support services. In accordance with FAR 6.302-1 -- Only One Responsible Source, this Acquisition will be conducted as a Sole Source. The proposed source is Harris Corporation, Palm Bay Road, P.O. Box 91000, Melbourne, FL 32902. Harris produced the orig inal AN/GSC-52 terminal in the 1980s, and has supported AN/GSC-52 modernization efforts. Most of the data associated with the DSCS Earth Terminal is proprietary to Harris. The Government anticipates that only Harris Corporation, with its significant and un ique technical knowledge of the upgraded AN/GSC-52 terminal's design, will be able to fulfill this requirement.
